C. Martin Washington, Jan. . (U. s Hope of treaty ratification by the present senate appears to have been shattered by President "Wilson's let ter to the Democratic national com mittee at its Jackson day banquet. The president, many Republicans and Democrats agreed after care fully reading Wilson's letter, has closed the door upon any compro mise which would command the votes of 64 senators. Since he has chosen to make the treaty an issue in the coming campaign, there is no way that t can be avoided, they be lieve. SPLIT INEFFECTIVE William J. Bryan's split with. Wilson will have no effect on the treaty situa tion as far as the senate is concerned, it was believed. Several senators point ed out that even if the Democratic mem bers should align themselves with Bryan and accept the Lodge reservation on article X which is virtually what Bryan advocated in his Jackson day speech the resulting ratification by the senate would, never become effective be cause the president would reject It. - Politically, however," toe-Brymn-WHson split was admitted to be of the greatest importance. Bryan win fight, they said, to control the Democratic national coa venfjen. and If. he wins.' will couase! senate Democrats to yield to the Lodge reservations and ratify the treaty , right after the convention, believing that the president would yield with Ida party's verdict against him. , " But Democratic senators declared that Bryan will not succeed- WHsoa, they said, will have the ; strongest kind ot support from his party. The" treaty' situation' as affected by the president's letter was the subject of many senatorial conferences today. Formal statements are to be given out later by Senator Lodge, for the Ledge reservaUonlsts ; McNary, for the mild reservationists. and .Hitchcock, for the Democrats. Senator Underwood said he still thinks bin resolution for a concilia tion committee offers a way out. The president. Underwood said, is still will ing to accept, explanatory reservations, and he predicted that -enany -Republicans will be found counselling Lodge to a more moderate stand rather than accept the challenge of a campaign on the treaty." ' Senator Borah, speaking for the vut and out foe of all ratification, said be was glad the president has come to the view that a national referendum should be had. That. Borah pointed out, has been hts position all along. . ' '. jthe treaty to go into the next presideu-l Senator Lodge.
