4' ' . - r -f . 1; . t V ---I THE OREGON DAILY JOURNAL? - 14 MONDAY , JANUARY ' 5, 1920J C "PORTLAND. OREGON - I mm IKS IT VI IN NORTH PORTLAND HARBOR ADVOCATED Chamber Mindful of Need of Several Industrial Concerns Now Awaiting Locations. With several Industrial concerns de siring factory sites In North Portland, but delaying1 actual purchase until per manent harbor Improvements can be guaranteed,, the department of Indus tries of the Chamber of Commerce is urging the Port of Portland commission and the United States engineers to get together on some definite plan for the' Improvement of North Portlanl harbor. A. permanent backwater harbor of suf ficient depth to accommodate any vessel coming up the Columbia river was guar anteed several years ago -after the har bor was dredged out and a bulkhead .was built across the upper end of the channe! between North Portland and Itayden Island. This bulkhead was to work a double purpose by keeping silt from fining up the North Portland har bor and to divert the waters of the Columbia to scour out a channel for Vancouver. The bulkhead was a success1 In at taining these two ends, but the scouring process on the Vancouver side of the river threatened to undermine the 8., P. A a bridge supports. Officials of the railroad threatened suit to force re- moval of the bulkhead, but it suddenly sprunk a leak and has been in that condition since. , The size of the break in the bulkhead has permitted the carrying of silt Into the North Portland harbor. Several deep waiter ship are due in the harbor soon and industrial concerns are urging the Immediate improvement of the har bor and adoption of a policy to main tain a permanent depth. .
