extended tour of the Sast, during which
he made a careful Investigation of tha
fleece situation, reporta that the mar
ket is aoctremely kulet, and. especially
so for crossbred stuff, althouffh there la
a lull in all departments. (
Owing- to the fact that there ia an ex
treme shortage of fine wools, American
manufaeturina; lnteraats clamored for the
government to allow the entrance into
tbla country of liberal suppUea of Aus
tralian stock owned by the British trov
ernment This stock will be sold at Bos
ton and ia said to include considerable
fine stuff. Until this is sold there is
not likely to be much activity in the
American trade.
Announcement is made for the final
cleanup of government-owned wool in
the country. Charles H. Green, federal
wool administrator, announces that at
t :30 p. m.' Thursday. November ft, the
government will offer for sale at public
auction In the Columbia Basin wool
warehouse. Twelfth and Davis streets,
Portland, about 1.000,000 pounds grease i
and loo.ooo pounds scoured wools, sJl
grades, Oregon and California.

hog at -North Portland appears to be
a mere flash In the pan. It was ab
solutely a situation which waa not stable
and one that called for a very Quick
change. Tuesday morning despite a
very small run in the alleys the mar
ket was forced snarply lower.
While the trade was Quoting tup bogs nom
inally at $18.00 as the extreme market at
North Portland during the early day. stfll there
were no sale even to confirm such a price.
The market was Almost ttAfnant aad bidders
were trying to buy considerably below this.
Bogs reached a sharply lower level egsia
in tha eastern trad" during the day With al
most general decline of 60c with tha extreme
price at Chicago $14.10 and Omaha $13.75
for similar stock. Considering these prices it
wsJ therefore necessary to Quote lower at
Portlsnd. "

North Portland was generally quiet for the day,
transactions closed late Monday afternoon
thawed Quite clearly the good position ot the
cow trade. Beat cows sold around $8,000

Central Trust company of Illinois says:
"The average price of all commodities,
according to tfi'e Bankers' Price Index,
stood on the first of September at 65$.77
compared with $728.8$ on the first Of
August and;$$28.i4 on September 1. 11$.
The decline shown in the average price of
all commoditlaa indicates a considerably
decreased cost of living, which will be
more apparent to the, consumer In a
month or tro, when this decrease in the
cost of prime commodities has found its
way tbreugtt to the retail markets. It
will be seen ' that the decrease compares
with the decline In per caplU circulation
of money and with the decline in gold
production aa compared with the pre
vious month.' ' '

These bonds were issued bf the City of Rupert for Local sidewalk Improvement
tHatrict No. 4 for the purpose of Improvement within that district which consists of a
large area of some of the moat valuable property of the city, bounded by the Streets
Walnut Fifth, K and Eleventh. The bonds constitute a direct Hen against all the
property abutting on the Improvements made in the district.
These bonds are secured by taxation against all the property In Local Sidewalk
Improvement District No. 4, covered by the improvements, which taxes are levied,
collected and disbursed hi the usual manner. In addition to this, the City of Rupert r -by
ordinance duly passed and approved has agreed to purchase any and ail property -or
parcels of land in the district that may for any reason become delinquent in pay
ment of this special -tax, the City agreeing to pay the full amount of such delinquency
from the general fund and take ever the property for its own usee. This would doubly "

McNary by General Abbott, acting chief
of the army engineers. He will-gladly
recommend acceptance ef the work al
ready done by local interests as a ful
fillment of the condition that half the

carried out in the manner .contemplated,
