publicity, has been given the provisions
of the act, and brokers have been ad
vised by letter of the requirements of
the law. - During the month of - October
a fine of $25 will be. assessed from all
realty operators operating , without .li
cense in the state. Johnson declared.

estate broker as "A person engaged in
the business A negotiating or offering
to negotiate for others for compensa
tion or profit, either directly or indi
rectly, as the principal or the employe
of others, or otherwise, the purchase,

estate or any interest therein,' as, his
principal or partial vocation.

SCHITABEL SPEAKS
Charles N. Schnabel, delegate to the
convention of the American Bar associ
ation, held at Boston, in September, ad-
dressed the Friday noon meeting of the
fieauy Doara. leiung in glowing terms
of the prosperity of Eastern cities.
Schnabel visited New York, . Philadel
phia, Baltimore, Washington and other
cities on the Atlantic seaboard, and
made several stops in the Middle West.
He emphasised the need of developing
a patriotic spirit in the West, and de
cried the attempts of 'labor to boost
wages. 9n this connection he cited the
case of an employe in a rolling mill in
Pittsburg who was getting $80 per day
for doing the same work that Schnabel's
uncle did for $25 per day before the war.
This, he said, Indicated an evil tendency
on the part of workmen in the steel
mills.

committee of the board, explained that
where a deed is placed in escrow to be
delivered to the purchaser of land upon
the payment' of a stated price, the
agreement being verbal, the transaction
may be terminated at any- time before

not being In .writing invalidates it, in
the opinion of the supreme court of Ore
gon, according to Shlvely. The agree
ment would terminate automatically
upon the death of either or tne prin

Brick Building Sold;
Was Erected in 1887
Hlllsboro, Oct. 4. The old Grange
building, located on Main street, west
of the postofflce, was sold recently by
John W. Shute to Emraett Brothers and
Thad Reynolds. The building Is la two
sections, each having a frontage of 30
feet and a 'depth of 80 feet. Kmmett
Brothers will occupy the lower story of
the; east half and Parks & Reynolds'
grocery will be quartered in the west
half.
.This Is the first brick building erected
In Hlllsboro. t was completed in 1887
and has been the headquarters of the
Orange continuously since that time. The
Grange will occupy the upper story of
the east half under the new ownership.

in Cleveland, recuperating. returned to
tne city , last week, with many interesting
comments on real estate conditions as
he observed them in that city and other
eastern towns. Cleveland is now en
joying an era of unusual development
commercially and industrially.1 he says.
"Real' estate owners and realtors are
meeting -conditions to the best of thelg
ability.': said Mr. Beck. "From nine to

ing in the Sunday papers bear testimony
to what is doing.. Everything is pro
pitious to the operations of the realty
men. The scarcity - of building Construction-during
the -war, added to an
increase of ' nearly 200,000 population
during ' the same - period, together with
unprecedented ease of money conditions
and earning power of the , people are
the basis of. the prosperity in real es
tate development. It znakes-4one from
Portland feel a f little , envious," added
Mr. Beck, "although conditions here; I
understand, are improving very rapidly.
THOUSANDS HOMELESS '
"The number of family V residences
being erected is enormous. Fifteen
thousand people are without living quar
ters. It is also of interest, at this point
of discussion of the proposed amend
ments to Portland's housing code, to
note that while no such structures are
being erecfed here, more apartment
houses are being built in Cleveland than
before the war: A new $2,000,000 theatre,
a 16-story office building, the destruc
tion of a theatre built six months ago
to make way for an addition to a com
blned , bank-office building are features
of the new building era.

"While money is plentiful, I find loan
ing companies are cautious. They will
only loan on - the ' basis - of : values of
normal times, and: then they make the
loans as short as possible and charge 7
and 8 per cent interest. This move on
the part of the .bankers will tend to hold
down over-speculation. So-far as of
fice buildings are concerned,' observed
Mr. Beck, "Portland is not " behind in
the matter-of service and up-keep, but
we are. too easy in the rentals charged.
But vacant -office space is-not to be
had there. ' ' ,i
"I was in one building that had had
the same manager for SO years. During
that time the elevators had carried 120,
000,000 people without a single accident
i was particularly - interested in one
phase of the H. C. L. It was that my
relatives paid only the same, price for
western salmon and halibut that we
have to pay here in Portland. The same

constructed. This dam is to be at
American falls, - Idaho, on the. Snake
river. It is thought, that part of the
land now in the townsite of American
falls may be inundated when-the lake
formed by the new dam is realised. The
land has a' gentle slope, just .right for
Irrigation purposes and the oU is main
ly volcanic ash. . . .
This tract will be the largest Irrigated
area in the world and the dam needed
for the irrigation- of the land will be
one of the most, wonderful . ever con
structed, according to Perrine.

day, the taxpayers of Coquille decided. '
by a vote Of 181 to 44, to erect a new
high school building costing 50,000. Plans

The new schoolhouse win be . located
in a conspicuous position on the north
side of the town, overlooking the Marsh
field road and the river. The site was
selected six years ago, but because of a
legal error in calling the school meeting
at that time, the purchase was con
tested In the courts and baa hung fire
ever since. At the annual meeting in
June, A. T. Morrison and Edwin XZltng
son were elected members of the school
board, both being pledged to compromise
the suit, if possible, and secure title to
