RETURN OF RAILS

. West Will Be Best Served
by Private Ownership.

The telegram Is sent in lieu of a dele-
gate from the state commission to a
i conference at Washington; Saturday, at
which this question la to be considered.
It follows :
'This commission is convinced : first,
.that the interests of the country at
' large, and particularly of the West, will
be best served by prompt return of
carriers to private management, reserv
ing to proper state, and national author
ities the right to regulate and review
all rates, services and practices ; sec
ond, that public interest requires that
congress avoid general rate disturbance,
with resultant -confusion, by legalizing
' present rates, both state and interstate,
until such time as the same are changed
by appropriate procedure before proper
regulatory bodies, with restrictions to
- prevent eleventh hour moves advancing
rates before return.
. ; - "Jtafccal legislation of any character
would inevitably cause disorder of such
proportions that it would immeasurably
affect Industries and thereby deprive
' railroads of just earnings and shippers
of Just service. Neither passenger, nor
class nor commodity rates should be
fixed by law.
"Having confidence in your ability and
Integrity, we authorise and urge you to
represent us it these hearings. We
should be glad to have a member of
commission present, but the distance is
too great and the time too limited to
enable, us to be of any practical assist
" ance. Please supply copies to Oregon
delegation."

Exhibition Flights
Pendleton, Aug. 21. Pendleton is to
, be treated to - a few exhibition air
plane flights "this week and another
week will probably-see two planes here
'carrying passengers for short flights.

tion of Portland, is here, with a platje,
and V. Li. McCrosky of Salem, repre
senting the Webfoot Aircraft company,
is also here arranging for flights.
Mother Saves Three
Children From Fire
Spokane. Aug. 21. (U. P.) When the
Charles Tanner home on Kive Mile
prairie north of the city, burned, Mrs.
Tanner dashed into the flames and sue-1
ceeded in saving her. three small chil
dren, the eldest 4 years old. The home
was a total loss. V "
Astoria Legion Urges
Expulsion of Service
Evader From Job
Astoria, Aug. 21. Clatsop post of the
American Legion has called a meeting
to hear the reply of Manager Nelson
of the Union Fishermen's Cooperative
Packing company to the request that
the company discharge Hannes Huttula,
an accountant Huttula withdrew his
application for citizenship during the
war. He said that at that time he
would not take up arms in defense of
the country, and admitted .he .was en
deavoring to return to Finland.
Manager Nelson would not promise
to discharge Huttula before September
15, or' after the fishing season This
was not satisfactory o the legion, as it
was learned that Huttula was endeavor
ing to quit of his own accord by that
date. The post demands that the man
be discharged immediately.
LEGION AT MEDFORD TAKES
ACTION AG AI.NST SLACKERS
Medford, Aug. 21. At its second meet
ing, the American Legion post of Med
ford adopted a resolution that the names
of all alien slackers of the Rogue river
.valley who, when this country entered
into r war, with Germany, surrendered
their citizenship papers in order to es
cape army service, be brought to the
Intention of the, post and that action be
taken to discharge them from their em
ployment to create openings for Ameri
can Legion members, .and further, to
cause their prompt deportation.
Governors to Ask .
Road Appropriation
Of $400,000,000
Salt Lake City, Aug. 21. (U. p.)iOov
ernor Henry J. Allen of Kansas Wednes
day prepared a resolution to be signed
by 20 governors, asking an additional
federal appropriation of $400,000,000 for
road building on a five year program.
States would , raise amounts equal to
those allotted them.
An exception is made of sparsely
settled western states which, under the
resolution, would be given larger' alloN
ments than the amounts-raised by them.
The government "would pay the entire
amount spent on roads through govern
ment lands.
Subcommittee Given

senate Wednesday passed a resolution
'giving the foreign relations sub-committee,
which will .investigate the Mexi
can situation,' authority to call witnesses
and ask for books'- and documents and
other powers looking to a complete in
vestigation. . - -
Warships Sent by'. ;
U. S. to Honduras
VaUejo. CaL, Aug.- 21. (V. P.)The
United States has rushed warships to
the coast of Honduras, fearing an out
break there, it. was disclosed today by
Captain- E. S. Jackson,' who arrived here
