That lower freight rates on tel
are essential to the future success of
Pacific coast shipbuilders, in order
that this section will be able to com
pete with the East and the Orient, is
the firm conviction of J. Bowles
of the Columbia River Shipbuilding
Corporation, who today . reiterated
statements he has previously made
in this connection.
The campaign for a reduction of rates
on gteel to' the Pacific Coast is now
fairly launched and behind It are IS of
the big steel shipbuilding- plants o the
coast. Including the yards In Portland.
' . Tills fight will be carried to the federal
railroad administration, .the aid of rep
resentatives in congress and Chamber
of Commerce vitally concerned being
i solicited..
To wage this campaign to a successful
I conclusion Is now the aim of the Pacific
Coast Shipbuilders Traffic association,
J which was organized recently. Mr.

"Freight rate .on steel, for instance.
--. i are unavoidable. But excessively hlgfrM
: freight rates are avoidable, and it is
the latter which we protest against.
"I admit, however, that the efficiency
'of Pacific Coaac yards is partially due
i " to olimatlo conditions.
"The rates in effect from April 10,
1918, to December 30, 1916, plus 25 per
cent, the general increase of June 25,
1918, would be an equitable basis. This
would make the rate from the Atlantic
coast 94 cents, the rate from Pittsburg
8l4 cents and the rate from Chicago
69 cents." -
Bowles Issues a warning that it wlH
"take the united intelligent effort of
the entire coast to cope with the new
conditions
. "Shipping Is a vital need for a com-
. BiunUy that lives near the sea. For
-many years perhaps the production of
ships will be a great industry because
of the losses of the war and the opening
of new markets. For the business of
ship construction the coast is prepared,
and under normal conditions this coast
should be able to compete with the best.
"I said normal conditions. That is,
it some way were found to overcome
the handicap arising from the long haul
and excessive freight charges from the
east for ship steel.
'.The coast, yards will have to compete
in the open market, an with that
freight handicap, how will that be done?
"We hope every Chamber of Commerce
and every board of trade will get be

The statements of Bowles are strongly
Indorsed by Steve Whitney, traffic man
gier of the Columbia River Shipbuilding
corporation, who says, "that the welfare
of almost every industry on tne coast is
Involved in the question or ODtaimng
freight rates which will insure a con
tinuance of the steel shipbuilding on
the Pacific Coast."
EIGHT VESSELS, TAKE CARGOES
Seven of Ships Being Dispatched by
Pacific Shipping Company. .
Eight vessels, seven of which are as
signed to the Columbia-Pacific Shipping
company of Portland for operation for
the shipping board, are working in tne
local harbor today. The ships, most o
which are products of Portland wooden
lyards, are engaged in the tie and lumber
trade.
The fleet Is as follows: Wooden
steamer Bon if ay, loading Jn Astoria
with lumber for the United Kingdom;
wooden steamer Cabura, loading at As
toria with ties, for .the Atlantic coast of
the United States ; wooden steamer
Umatilla, loading lumber at St Helens
for the United Kingdom; wooden

municipal dock for the Atlantia sea
board ; ' wooden steamer Dertona,. load
ing ties at Mersey dock for the At
lantic coast; steel steamer Tripp, load
ing flour at St. Johns for Italy ; steel
steamer West Harts, assigned to load
lumber at the Inman-Poulsen mill for
China; steel steamer Eelbeck, Williams,
Dtmond & Co., Inc., loading general
cargo at municipal dock No. 1 for Lon
don and Liverpool direct.

Barge Egeria Slides Into Water
at
Wilson Shipyards In Astoria.
Astoria, Aug. 21. What will probably
be the last emergency fleet launching
In 'the lower Columbia river occurred
at 8:30 Wednesday night at the Wilson
shipyards, when the sea-going barge
Egeria slid down the ways into Young's
bay.
The boat was sponsored by Mrs. W.
I. Kyree, wife of Captain Eyres, inspec
tor of hulls for the emergency fleet
corporation at the Wilson yards. Just
previous to the launching a handsome
Masonic ring, set with a diamond, was
presented to Captain Eyres by the yard
employes in token of their appreciation
for his long years of service at the
Wilson yards.
The Egeria is the first ocean-go frig
barge to be launched at the Wilson
yards, and is next to the largest vessel
started on the ways. The remaining
hull is about 47 per cent completed, but
the contract has been cancelled by the
shipping board, and no definite orders
have yet been received as to its final
disposition,
OFFER COMPROMISE
Early Settlement Is Predicted as the
. . Outcome of Conference.
Early settlement of the demands of
the Ainlon longshoremen for an In
crease in wages is predicted as the
outcome of the conference between op
erators and ; workers now going on in
Seattle. A., C. Stubbe, general man
ager of the : Columbia Pacific Shipping
company, and Frank O'Connor, gen
eral agent for the Pacific Steamship
company, both of Portland, are at the
conference.
It is reported that a compromise al
lowing the workers SO .. cents an hour
straight time, and $1.35 for overtime
has been reached. . . . ,
Portland longshoremen had asked $1
straight time and $1.50 overtime, but
the demand of the Sound workers is
said to have been less than .this figure.
According to reports agreement has
also been reached calling for 95 cents
straight time for handling -lumber on
the wharf, and $1.03 out of, the water;
wheat or flour, $1.05. This makes a total
of cost of $2.35 a thousand feet for load
Ing lumber, and $-0 cents .to $1 a ton for
grain and flour. :
The general increase amounts to about
SO per cent. Overtime amounts to 0

BOYS WILL SAIL FOR ITALY
Three Portland Young Men Decide to

" Although their destination j to New
York was suddenly changed by wireless
order after they were at sea, the three
Portland youths who were given the op
tion of getting off the steamer West
Harshaw of San Francisco or proceeding
direot to Italy, have chosen the latter
course. Consequently they will get some
of the experience to be derived from the
college of hard knocks aboard ship.1
Twe-( the lads, who had signed on
at Portland for New York, had intended
to enter eastern colleges the ensuing fall
terms.
Major Cartwrlght, assistant manager
of the Columbia Pacific Chipping com
pany, operator of the West Harshaw,
today received a wireless from the mas
ter of the vessel, stating that the Port
land boys Aad elected, to stay with the
ship, whose destination had been chang
ed by the shipping board. ,
The wireless sent Jjy. cartwrignt to tne
master of the vessel was received off
the California coast. The boys are:
Clyde A. Seals, C. G. Wharton and
George Kenney.
MORE PAY AFTER OCTOBER 1
Employes of Sttel Shipyards to Get
Substantial Increase.
Agreement for, an increase in pay for
all employes of steel shipyards of the
Pacific Coast tie Increase, to become
effective October 1 next, has been an
nounced by Portland yard Owners. The
Increase, which will probably be on tne
basis of 10 per -cent, was discussed at
length at the recent, conference in San
Francisco. -
The -Increase comes voluntarily from
the plants, according to J. R. Bowles,
president of the Northwest Steel com
pany. Verification of the plan to give
the advance comes from officials of the
G. M. Standlfer Construction company
at "Vancouver, v -

that one of the steel ships built by the
G. M. Standlfer Construction company

There will fee no strike of the riggers
and stevedores union. The membership,
composed of nearly 4000 men, voted to
day with a majority of 28 -against the
strike plan. They accepted , the em.
ployers' wage concession of $1- an hour
and 91.50 overtime. A. strike would have
tied up practically all waterfront work

An" ordinance has been adopted, by the
city council making it illegal to- anchor
or moor any boat. Coat. launch or other
craft underneath any; bridge or bridge
approach over the Willamette river. The
same rule applies to gasoline launches,
.houseboat or boathouse. The ordinance
is indorsed by the public dock commis
sion. ; - ''
