June C, a copy of which haa been re
cefved by the state public service com
mission. This order, "which, according
to the commission, affects practically
every company in Oregron . -with the ex
ception of the Pacific Telephone
Telegraph company and other sub
sidiaries of the American Telephone &
telegraph company, which has a com
pensation agreement -with the, govern
ment, Is the first definite move looking
.. to the return of the wires to private con
trol. Companies which are not willing; to ac-
cept their net earnings durlnfr the period
of government icontrol as full compen
sation are given until June 20 In which
to file notice of their attitude in that
respect, in which event they will con
tinue under fedral operation mi til an
agreement is reached.
Compnies affected by the order are
no linger ' reqifired to . collect service

P.") Eduard Bernstein, member of the
German peace delegation, caused great
' excitement' in 'the convention of major
ity Socialists today when he declared
- that "while the terms are harsh and
some unbearable, about nine tenths of
them come- from a necessity which we
'admit." - -
- The statement threw the convention
into an uproar and order was restored
. with difficulty. A few of those pres
ent applauded but by far the greater
number hissed and jeered. War Minister
Noske and several other party leaders
openly reproved Bernstein.
Chancellor Scheidemann, addressing
the convention, said :
"We are defeated, yes, but we shall go
forward, and upward to a great victory.
. Alight cannot make right. It is our duty
- to reestablish Belgium and France but
we refuse to become wage slaves."
By a "greater victory," Scheidemann

MAX OF BADEN DECLARES

chancellor of Germany,- has begun a
- series of articles in the Tageblatt en
deavoring to prove that President Wil
son's 14 points were broken in framing
the treaty. ' The points were taken up
one by one, accompanied with comments.

Carroll Hurlburt
Both in New York
Captains Hamilton F. Corbett and
Carroll Hurlburtj both weir known Port
land men, have; arrived In New Tork
after service In France and will be at
home evithin the next few weeks, ac
cording to word received from them by
relatives here. , t :
Captain Corbett, A member of 151st
field artillery. Rainbow division, arrived
in New York, his wire stated. He had
been in France since September, 1917,
and had seen much, aJUort with the
famous division. He is a son of Mrs.
Helen Ladd Corbett.
Captain Hurlburt, : a soft of W. H.
Hurlburt, had a command in the 23d
engineers and probably will come West
with the unit for demobilization at
Camp Lewis, he has advised his father.
The young officer saw severe action
after arriving in France in February,
1318.
Championship for
Logrolling Will Be
Staged in Eugene
Kugene. June 13. The champion log
roller of the world,- Allan Stewart of
Vancouver, Wash., will compete In the
logrclllng contests tfT be staged in Ku
gene as part of the Fourth of July cele
bration, according to word received from
Stewart. The contest will be staged
under the auspices of the L. L. L. L.,
which body has taken charge of the two
day program to be held here.
Stewart tied for tha world title with
T. if. Flemmlng at the Omaha exposi
tion in 189$ and won the crown in 1900
at Ashland, Wis. He is how working in
a Vancouver shipyard.
W. C. Stener, a logger-wrestler of
Wendling, has issued a'challenge to all
comers within 10 pounds of his weight,
140 pounds. Stener has appeared here
on many occasions and is a fast, clever
wrestler.
First Cars Driven
Over McKenzie Pass
Kugene, June 13. Arriving at Ku
gene Thursday night at 6 o'clock, after
leaving Prinevllle at 5 in the morning.
M. E. Harnot and J. H. Barman of
Eastern Oregon drove the first cars of
the season through the MeKensle Pass
at the summit of the Cascades. They
report the roads In fair condition but
the snow deep at the summit. They
say they had little difficulty, but advise
inexperienced drivers to wait until the
roada are in better condition.

LABOR SITUATION
THREATENS ALLIES

Washing-ton, Juno 13. (I. N. S,) The
growing: seriousness of the labor situ
ation in Prance and Italy is causing
even more alarm in peace- conference
circles than is revealed, in press dis
patches from Paris, according; to infor
mation reaching here today. If vio
lent disorders accompany , the threat
ened general strike in France next Mon
day and the government is unable to
put down the trouble at once, it is
believed possible here that Germany
may ignore the allied ultimatum and
await the outcome of the labor struggle
before signing the; peace treaty.
The exact situation in Italy, where
a general strike is being threatened in
conjunction with the French movement.
Is not, made clear in advices received
here. But there is no doubt but that
France now faces the most serious
labor ' disturbances in many years with
certain radical elements attempting not
only the overthrow of the Clemenceau
government, but a revolution. ;
Considerable bodies of French troops
are reported to have been assembled
near Paris, Lyons and other great
industrial centers, where tha Socialists
are strongest and the government is
prepared to deal harshly with any rev
olutionary attempts. It Is pointed out
at the same time that among the men
threatening to go on strike are thou
sands of demobilised soldiers, who may
make trouble in a clash with the mili
tary. A large per cent of the French army
has been demobilized, leaving only the
army of occupation in Germany, the
forces on duty in Franco to prevent
internal troubles and the usual number
for garrisons. v
The Germans are reported to be
hoping that the strike disturbances
will become so serious as to cause the
withdrawal of some of the French
troops of occupation to cope with the!
situation, enabling Germany to adopt
a more independent attitude in nego
tiating with the allies.
