made not only to organise the growers of The

that th acres of early vegetables will next

Scarcity Is Factor.
Strawberry prices af weaker and lower under

sprinkling of trade was shown a fraction higher
than, this. Along Front street Iocs! stock sold

Fact that Magoont are now appearing upon
the trade indicate that the height of the
seasons production will be shown here within
the next few days. Owing to the recent rain
and warm weather th f run at xtnentnsT an tn
a bunch and fears are expressed that not only
will all the season's growth be forced upon
the trade almost at on time, but that much
cannot be gathered bees use of the lack of
picker at country points,
Owing to this latter fact many grower are
trying to contract their fields as they are; the
buyer to do all the picking and packing far

- Despite the fairly steady tone Indicated re
cently in the bids for barley, th market to actu
ally void of interest. Country holdings of old
crop in the Pscliio Northwest are burdensome
and there is apparently no demand in sight not
withstanding the bidding and movement Of
new crop in California. " ' L .:'":'
Regarding th crop outlook. Edward L. Well
cf the Portland office of th weather bureau
says:
The for part of th week wa bright and
warm, the maximum temperature going above
00 degrees iu many places. Toward th close of
the week the weather wa cloudy and moder
ately cool, with good rain west of the Cascade
mountains and light shower over meet of the
remainder of th state. Light frost occurred
in a few localities, doing no material damage,
high, drying winds were a feature of the weather
in localities. Farm ' work progressed rspidly.
Aphides hv appeared in small number In
Marion county.
Winter wheat, oatt and rye are generally
promising : thee crop hv . been benefited by
rain in western counties but will need more rain
in central and eastern counties for proper filling.
Winter wheat and oat are heading in most, sec
tion. Rom rye is being cut for ensilage and
hay. Cntil near th close of the week spring
wheat, oato and barley were generally needing
rain.. Tl.i condition was relieved In the west
ern counties at the close of the week, but drouth
continues ever most of the central and eastern
counties, and hi many places spring grain is
suffering. A' considerable acreage . of corn to
being planted. - Early corn is coming up well.
Cultivation is ia Trogrese ha Douglas county.
The week was generally favorable for fruit
Crop. Dropping of prunes continue tn soma
counties., but has Ceased in others. Peaches are
beine thinned in Lane county. Strawberries con
tinue abundant in Donguta county and are rfpeAH
ing in Malheur County.
Irrigated alfalfa fa growing well. Alfalfa.
clover, timothy and vetch have been benefited by
rain in western counties, but elsewhere, where
not irrigated, need rain. Some hay is being cut
in western counties. Pastures have been re
vived by rain in western counties, but elsewhere
are dryinc rapidly, although there is UU suffi
cient feed for stock. Lambing and shearing
have been completed in most sections.
; Planting of potatoes made good progress snd
moat of the crop ha been planted. Early pota
toes have made good growth. The warm weather
of the early part of the week wa helpful to
gardens, and in western counties they have
been helped by rain, but elsewhere mora rain
Is needed. - -

Sharp Advance Is
Forced in Cotton
; New York, Msy 28. (L N. 8.)- Surpris-'
Irly strong cables from Liverpool caused an
other upheaval to the cotton market hers at
the opening day, when prices Jumped 46 to
60 points over last night's close. There waa
abe heavy rebuying on continued rains in the
krivato cable attributed the strength of
Liverpool to trad and continental buying.
After th buying further active purchasing
carried prices locally ninety points ahor the
previous close, - thus regaining mora than halt
the loss of tbe recent high points, partly in
anticipation of a bullish statement from the
federal department of agriculture next Mon
day on the condition of the crop. ,-
At the end of the first 20 minutes the
msrket wa nervous and unsettled, with quo
tations off about 20 points from the best but
till 70 point over hvrt night's close.
Bulls continued to lighten their lines on the
fternocn rally with the result that price de
clined 12 to 29 points below Tuesday's closet.
Tbe final ton was steady at a net decline of
6 to 22 points. .

Daniels Says His' Views Regard
ing Greater Navy Were Gen
' erally Misconstrued.
Washlnston. May 28. (I. N. S.)
That testimony Tuesday had been
"generally misconstrued" was asserted
by Secretary of the Navy Daniels when
he reappeared before the house naval
affairs committee today. -
"I did not recommend the abandon
ment of the : 'greater navy program."
he asserted. "I merely recommended
that it be not Incorporated In th pres
ent appropriation bill and that it be ,
held In abeyance until we are in a po
sition to know our ncede.
Completion "as soon as poaaible" of
the 1918 building program, which pro
istdes for Six. battle cruisers and f out
dreadnaughts not yet under way has
been recommended to him by the gen
eral board of the navy. Secretary Dan
iels also informed the . committee. ,
TEXT OF RECOMME.NDAT10f
The recommendation of the generfU .
board as presented to the committee was '
as followa :
The general board recommende that
the authorised battleship program be
completed as expeditiously as poaaible
on the present lines of development, and
that further designs of battleships should
depend upon further"; developments tn
battleship construction. -. ... -. , '
The general board recommends ta the
secretary of the navy that lx battle
cruisers be completed as expeditiously
as possible, but with additional protec
tion, particularly turrets, conning tow
ers, magazines and communications, at'
the expense of a small reduction in
speed."
Sixteen dreadnaughts will be kept In
commission by the United States navy
during- the fiscal year. Rear Admiral
J. S. McKean, acting chief of operations,
told the committee. These ships will
be equally divided between the Atlantic
and Pacific fleets. Fifteen of the- ships
are. pow In commission and the Tennes
see will shortly be. The battleships will
have a full complement of 20.88$ men.
ADMIRAL GITES HIS HEWS
"There la no such thing As A peace
time complement," ' said Admiral Mc
Kean, explaining the necessity for hav
ing the ships fully manned. "It would
be better to take our ships out of service
than to send them out with small com
plements," Admiral McKean said. He
declared that no ships were over-crowded
to such a degree that the men were
uncomfortable. The cost per year per
man Is about $1200, the witness stated.
The Brltiah sailors stay in the British
navy for long enlistments, the witness
said, but A "16-year-old boy in our navy
will accomplish more than an old British
sailor," he added. :, - r ;
- Observations roads during the war
have not changed the plan of ahlp con
struction to any great extent The chief
changes will be in protection against
mines and torpedoes, he said.
