BUILDERS WILL MEET HURLEY
Future Shipbuilding Policy Will Be
Discussed by Yard Owners
Pacific coast shipbuilders. Including
representatives of the steel yards of
the: Oregon district, who are now In
Washington, E. G. ' will confer with
Chairman. Hurley of the shipping board
next - Thursday, relative to the policy
of building ships on the flat price basis,
with no guarantees by the government
against the cost of labor and materials.
The , suggestion that, the shipbuilders
undertake contracts on the basis of
3140 to 3150 a ton has already been made
by Ur. . Hurley, but no action on the
proposition will bo taken until the build
ers vtews can be obtained.
Now that the war la over and peace
time conditions are rapidly returning it
Is the aim of the government, it Is re
ported to. place American yards where
they can successfully compete with the
foretfn yards, '
Another Important question pending is
the' substitution of ships of. 12,000 to
14,000 tons, for the smaller vessels built
and trader way. .
It la estimated that it will require
some 3700,000,000 for the shipping board
to carry out contracts which have al
ready been entered into. Congressional
aid is necessary for the furnishing of the
funds with which to continue building
on government account. - :' -
I The conference is of utmost import
ance to local steel shipbuilders whose
yards will soon finish- the contracts
they have on hand.

Tourist Travel to
Europe Blocked Till
All Soldiers Return

Tourist travel to Europe cannot be
come normal again until the last units of
American troops in European countries
have been returned to this country, ac
cording to Dorsey B. Smith, manager
of The Journal information and travel
bureau.. According to the latest advices
from the secretary of war it is the plan
of the administration to have all troops
of the American expeditionary force
this side of the Atlantic by the end of
September.
Until these troops are home they have
the right of way on all steamship sail
ings and only such epace ia given to
civilian pasengers as is not needed for
the accomodation of troops. Passenger
travel for any but strictly necessary pur
poses is discouraged by American as
well as European governments and con
trol of this traffic is exerciced through
the issue of passports, without w-nich
pane risers are not allowed to cross the
Atlantic.
Officials of the Cunard line are hope
ful that the spring of 1920 will witness
the release from passport restrictions
and the resumption of tourist travel.
Ship Workers Ask
For Investigation
Off Accident Board
Resolutions asking Governor Oloott to
order an investigation of the activities
of the state industrial accident com
mission were passed by a heavy vote at
a meeting of Shipwrights, Joiners and
Boat Builders local Union No. 1020 on
Monday evening. The meeting, held at
Machinists hall, was addressed by Lee
Roy E. Keeley, who has attacked the
conduct of the state commission and
who Is campaigning to bring about the
investigation he has asked for.
The Shipwrights union resolution at
tacks the commission on the ground that
It has violated the finding of the at
torney general and that It has exceeded
its jurisdiction In paying claims for In
juries sustained on navigable waters of
the state. :
