day afternoon.
Delighted exclamations of surprise at
the - scenio wonders or the ntgnway
marked the entire route of the trip to
Bonneville, where the state fish hatchery
was Inspected. The party returned to
Crown Point chalet for a chicken dinner
Wednesday evening. The entire after
soon, was spent in a most informal man
ner, the congressmen and the women ac
companylng them making a leisurely in
snection of the highway.
The naval affairs committee left at
S :10 this morning over the North Bank
road for Astoria, to spend this afternoon
and Friday on a careful Inspection of the
mouth of the Columbia river and a con-
? (deration, of recommendations to estab
Ish there a naval base. This afternoon
the members will inspect coast defenses,
and will be entertained by Astoria citi
zens at lunch and dinner. Friday the
members will go aboard a government
vessel . and steam to Tongue Point, the
proposed naval base site.

nation," was Chairman Padgett's tribute
to Portland and Oregon.
Tfary Division Important
'"Most important to you is the new
naval policy that will bring to the Pa
cific coast approximately a CO per cent
division of the naval strength of the na
tion. - That being true, big naval opera
tions will be brought to the coast and
their presence will invite full considera
tion of the ' important problems such as
you are to present to this committee.
It means that you will not only have
60 per cent of the national fleet on
this coast, but that the entire fleet Will
often, probably, be assembled In Pacific
coast waters. This committee believes
the Pacific coast should have their
greater part In the work of , the navy. "
"The navy Is to be a big thing,-too.
We all cherish the hope that no-, other
holocaust of war will baptise the world
in blood, and the navy, therefore must
be one assurance of peace."
William J. Browning of New Jersey,
who "will foe the ranking Republican
member of the committee when the new
congress is formed, outlined the vast
problems that a division of the navy
will bring about through the necessity
for proper care of the fleet.
Colombia's Hopes Eneosraged
"There " should be a naval station
between - Bremerton and Mare Island,"
ho declared. "The committee knows
that, but it does not know what kind
of a station is - required."

Takes Blame
Morton, March 27. That Wyatt
Keene, night watchman of the Tacoma
Eastern railroad locomotive engine in
Morton, was hot blown to kingdom come
Tuesday morning about 1 o'clock he
ascribes only to a providential Interfer
ence. The engine blew up as he was
asleep in the cab, throwing him back
against the oil tank, injuring his back
and burning his arm slightly.
Keene assumes the entire blame. He
said that he had just turned n the in
jector for the second time, pulling the
steam pressure down to about 1(0, and
was Hooveriaing on oil. The cab was
warm and he fell asleep. The next thing
he knew he was swimming in hot oil.

accept any other job the company would
give him and to pay a stipulated' por

Roseburg, March 27. The Roseburg
Commercial club was reorganized Mon
day night, and its name was changed to
the Roseburg Chamber of Commerce.
The following officers were elected: W.
C. Harding, president; O. W. Young.
vice president ; C. S. Helnline, secre
tary: John M. Throne, treasurer;
George Neuner, B. L. Eddy and Elbert
Herman, trustees.
Plans for the development of indus
tries of the city and Umpqua valley
were discussed. The club is unanimous
ly behind the big fruit aa vegetable
cannery to be erected here this spring.
"Truth" only in advertising of the
Umpqua valley is its slogan. New book
lets will be published, and a campaign
for membership will start at once.
Lincoln High Gives
Hearty Welcome to
Returned Soldiers
Many former Lincoln high school-stu
dents, now 1 world war veterans, for
whom the big service flag of 800 stars
was raised, returned to the school today
and were, greeted by teachers, class
mates and friends.
. A patriotic musical and speaking pro
rram was held in the auditorium at
1:30 o'clock this af tesnoon and following
it the teachers gave a reception to the
young fighters.

Tacoma Labor Council Takes Up
Question of Reorganization ,
Problems.
Tacoma. March 27. (U. P.) With re

been making serious . Inroads on labor
unions of this city, the: Tacoma Cen
tral Labor Council last night took; up
the question of reorganisation of the
American Federation of Labor along, the
lines of - industrial, unionism. x'tf f -
Discussion of the subject was made a
regular order of business for the meet
tag of the council next Wednesday night.
The discussion is apectsd to continue
through several meetings until ' a full
expression of opinion eff Tacoma unions
has been obtained. -
A plan for American Federation of
Labor reorganization, submitted by the
Seattle labor council, brought up the
question here. . It was reported that the
demand tot a change from craft union
ism has been growing rapidly on the

Secretary A. 1 Dickson of the coun
cil reported that the IW, W. are tak
ing in labor union men at the rate of
25 a day on an average and sometimes
100 a day.
Barrett declared that where formerly
he never saw a "red card" among union
men he has "seen st least 25 in the
last two weeks."

land, CaL, where union labor is charging
discriminations in ths shipyards there.
Mayor Woodman Takes Rest

Mayor F, T. Woodman, under Indictment
charged with agreeing to accept a S25,-
000 bribe, has left the cltv tomnnrirllv
and Bert L Parmer, president of the
city council, has become acting mayor.
Beyond saying Woodman had ' gone to
the country for a rest and that under
the city charter Farmer automatically
became acting mayor, neither Farmer
nor Olenn Mac Will lams, secretary to the
mayor, would discuss the situation.
