Mechanics' Organization Differs
From A. F. of L. in Not Rec
ognizing "Closed Shop."
F. W. Phelps, prand manter of the
. Brotherhood of International Mechanics
and editor of the Pacific Coast Mechan
ic, its official organ, is in Portland
lecturing before varlotTs labor organiza
tions. The brotherhood Is opposed to the
American Federation of Labor, accord-
Jrur to Mr. Phelps, in that it does not
believe in the "closed, shop."
"Tho principles of the closed shop are
constitutionally wronpr, Mr. Phelps e
clares, "for it places in the hands of
. unscrupulous leaders the power to
thrust its followers and the whole coun
try alike into desiotism."
" Mr. Phelps cites the case of Seattle
as an example of closed shop principles,
and said while nome members of his
organization struck, they did not do it
under the panetion of the brotherhood.
"No civilized community can afford
to tolerate anarchy and the industrial
despotism of the Bolshevikl walking
delegates," said Mr. Phelps. "Labor
must throw off the cruahing band of
his leadership and no time must be lost.
The principles of our national consti
tution gives every man the right to
work without fear of hindrance, and
tho tenets of the golden rule, an
honest day's -work for an honest day's
pay,' should be observed by employe
and employer alike."
Mr. Phelps' work carries him into 2(5
'rttates of the union, where he lectures
before the laboring men. He is staying
at the Imperial.
LEAGUE WILL WEIGH
MANY VITAL ISSUES

ligion. Dr. John 11. Boyd will offer the
Invocation and Henry L,. Corbett, presi
dent of the Portland Chamber of Com
merce, will preside. The meeting will
begin at 7:30 o'clock Sunday evening
with an organ recital by Frederick V.
Goodrich.
Meeting Free to Public
The, Auditorium will ' be open to . the
public and admission will be free at all
the League of Nations congress ses
sions, announced Chairman Corbett Fri
day. At the Sunday and Monday even
ing mass meetings, a sufficient number
of seats for eredentialed delegates will
be reserved until 7 :45 o'clock, after which
all seats will be thrown open to the
public. The Monday morning and after
noon sessions will be open to the public
for all seats not required for ereden
tialed delegates. As The Auditorium
seats about 6000 people, and a delegate
registration of about 1000 from Idaho,
Washington and Oregon is expected, it is
obvious there will be room for many
others.
Taft will bo the principal speaker at
the meeting Monday morning and others
on tho program will be Edward A.
Fllene, director of the United States
Chamber of Commerce ; Henry Morgen
thau. ex-ambassador to Turkey ; after
which will come three-minute reports by
Btate caucus chairmen.
The speakers at the Monday afternoon
session will be Henry Van Dyke, former
minister to The Netherlands; Dr. George
Grafton Wilson, professor of interna
tional law at Harvard; Mrs. Philip
North Moore, "president of the American
Council of Women, and Dr. W. J. Kerr,
president of Oregon Agricultural college.
Other Speakers Named
The final Monday evening mass meet
ing wtll furnish the best public oppor
tunity to hear ex-President Taft. Other
speakers will be Frank P. Walsh, ex
joint chairman of the war labor board ;
William Short, president of the Wash
ington Federation of Labor, and 10. J.
Stack, secretary of the Oregon Federa
tion of Labor.
, Arangements have been concluded
for a number of Monday noon lunch
eons at which the noted visitors will
be guests of honor. Taft and Walsh
will speak at the Chamber of Com
merce; Lowell and Van Dyke will
address the University club ; Ambas
sador Morganthau will speak under
the auspices of the B'N'ai B'Rith at
the Benson; Mrs. Philip North Moore
will speak under the auspices of the
State Federation of Women's clubs
at the Portland, and at the Portland,
too, will be held the advertising and
editorial luncheon to be addressed by
Edward A. Filone, speaking under the
auspices of the Better Business Bureau
of the Portland Ad club. Arrange
ments for the last named affair are

reads a message received this morning
from the -League of Nations party head
ed by ex-President Taft which is en
- route to Portland from the League of
Nations' congress in Minneapolis.
The message was received by I. T.
Jones, district organizer for the League
of Nations congress in Portland, San
Francisco and Salt Lake City", who ar
rived in the city this morning.
"President A. Lawrence Lowell of
Harvard and Dean Charles R. Brown
of the Tale school of religion will ar
rive in Portland Saturday night in order
to be here for the Sunday evening mass
meeting should the train of the main
- party be delayed for any reason," con
