An ominous silence hung over the Portugal situation today. Officials declared that direct communication with that country had been severed. The wheQabouts of former King Manuel are unknown. , ' . Vogt, president of the First National bank and a prominent banker of the state, died at 4 o'clock this morning from influenza, from which be had been suf fering for the past week. Arrange ments for the funeral have not yet been made. .... - Mr. Vogt was a native of Germany, having been born , there 47 years ago. When he waa four years old his parents came to this country and settled in lite Dalles. Mr. Vogt was educated in the public schools of this city and then secured a position in the bank. He possessed a keen business sense and worked his, way up from clerk to cash ier. Five years ago he was made president. Since that time he had taken a prominent part in the business life of the community. Mr. Vogt was married in 1909 to Miss Pauline Reuter of Jacksonville, Or. Besides hla wife, he is survived by two children, Paul, aged 8, and Maxine, aged 4 ; bis parents, Mr. and Mrs. Frank Vogt; two sisters and two brothers as follows : Mrs. J. C. RECOMOTOF NEUTRALS URGED Swedish Newspapers Regret Failure of Allies to Invite Na tions to Peace Conference. Special Cabla to The Journal and The Chicago Daily News (Copyright, 1919, by Chicago Daily New Co.) Stockholm, Sweden, Jan. 22. Swedes resent their exclusion from the peace table. Public opinion feels that the Paris deliberations are less a confer ence to settle the terms for the cessa tion of the, war than a committee to establish a basis for a new world and that as such it should invite delegates from Sweden. Resentment flares up in the chief organs of every political party. Svenska Dagbladet says: I "The neutral powers are in an es pecially delicate position. Elementary policies among the states Should have insured without hints from such neutral countries that they be invited to take part in such discussions and decisions as concern them. "Peoples of the old culture must find a .flavor of insult in the fact that Panama. Honduras and Haiti on the ground of their services in the world war enjoy certainly a formal but a sig nificant precedence." "It seems," says Social Demokraten, "as if the Paris conference will be a congress where the great powers will dictate their will to the world." The paper goes on to express regret that no reply was made to the offer of the Scandinavian nations to take part in the congress and urges the immedi ate publication of the findings of the Scandinavian parliamentary committee which has been drafting the plan for a league of nations. Dagens Nyheter, the chief organ of Swedish liberalism, says: "The speech of King Gustav from the throne, of January 11, contained the passage announcing that Sweden de sired to cooperate in the international reconstruction work taking place at the peace conference. In this request Nor way and Denmark participated. So far as one knowB, no reply has come either agreeing or dissenting and one cannot avoid the impression that the world war victors place the neutrals in a class by themselves above their beaten enemies, certainly, but below even the least important of the entente's many allies." This sentiment toward participation is less emphatic in Norway and Denmark. The Danes feel flattered at the hearty reception given to the views of Minister Scavenius and the deference shown toward his view. Large Army Needed, Says General Wood Topeka, Kan., Jan, 23. "We do need a system of military training for na tional service," declared General Leonard Wood 4n an address before the Kansas legislature Wednesday. "It is only a part of mercy and justice to train and equip them. It is nothing short of murder to send out half-trained men half- equipped to meet an equal force with better equipment and training. We don t want war. No soldier wants it. But It comes to us, as all epidemics do. We want no big loafing and standing army.
