That the express company is to blame
for much of: the present shortage of
poultry and extreme prices thereof is
the opinion now expressed by some of
the leaders of the trade. Appeals of
the country shippers for coops in which
to ship live 1 poultry to the Portland
market were quickly answered by the
local trade. I Some or tne shipments
were made about a week ago and have
not yet reached their destination. The
average journey by train is less than a
half day.
Special telephone messages came for
ward during the day from the shippers
asking why the coops had not been sent
forward, as the poultry was awaiting
shipment to market.
This is one of the many instances
where the wholesale trade is blamed for
the shortcomings of the railroads and
express company.
. The consumer must pay more for his
supplies because of these delayed .ship
ments and the chances are that when
the stock finally arrives the country
shipper will find the holiday already
past. .

down the bar so that the eonauaser can be
squeezed by any manufacturer of butter that
might want to play the game unfairly, as lncu-
eated by the latent circular issued through tha
office of W. K. N swell. A miximum profit of
5 a pound over th actual cost of the butterfat
at the creamery ia allowed aad may be taxen aa

The circular of tha food administration reads
Kale 2 The manufacturer of hotter shall not
sell butter at an advance over the cost of butter
fat necessary to produce a pound at butter ot
mora than Be per pound of batter, except en
sales through branch houses or-sale to retailers
in leas than car lota as hereinafter provided.
Example If the cost of butterfat aa defined
below as 60c per pound, and eight pounds of
butterfat are necessary to produce 10 pounds of
butter "th cost 'of butterfat necessary to pro
duce the butter" would be 40c per pound of but
ter and the maximum selling price for manufac
turers aa above provided would be 4 So per pound.
The cost of butterfat necessary to produce
pound of butter shall Include:
1. The actual price paid to the producer of
butterfat.
2. The actual cost of station buying labor, or
commission, and all other buying expenses, but
in no case shall the manufacturer pay more than
8 c per pound butterfat for such labor, com
missions and all other buying expensea, except
that the manufacturer is, permitted to exceed
said 3 He maximum provided Utat the amount
by which the maximum ia exceeded shall be de
ducted from manufacturers' margin.
8. The actual transportation expense for car
rying cream to the factory door.
(Note The selling ' price shall mean the sell
ing price f. o. b. factory door.)
The manufasturer shall not pay to any dealer
in butterfat a greater price than he pays to the
producer who is a direct shipper performing
similar service, and in no case shall the price
paid by the manufacturer to the dealer exceed
2c per pound butterfat above the price paid
by the dealer to the producer of butterfat.
The food administration does not recognise
5c per pound ef butter as a normal, reasonable
cost of manufacture. Thia is a maximum mar
gin to cover the most expensive legitimate meth
od of operation and to provide for the risks ot
fluctuating markets.

in Linn county, at Sclo and Crabtree,
adjoining this city. Bohemians in this
section have taken the initiative in se
curing the money which has been raised
by entertainments and private subscrip
tions. While most of the money wi
contributed by natives of the territory
in tha new republic, and their descend

the French press over the question of

One Paris paper took tha view that
neutral statesmen should not be per
mitted to take part in the parley "since
they did not carry on the fighting for
liberty." N
This declaration brought a response
from the Journal of Geneva that if the
conference "ia merely meeting to divide
the spoils then the Swiss would
want a place."
