in - Oregon, near the end of the year Is
scarcely news to the average resident of
tnis section, but otb-w sections of the
country do not know tt Portland has
always been inclined to be real modest
about Us climate and . other conditions
while other coast sections would herald
this news to the world as a big accom
plishment. Huckleberries are still being gathered
in some sections of the North Pacific
coast and the fruit is of ComparaUvely
good quality. I

New York, Dee. 13. (I. N. S.) The stock
market closed weak today, the copper stocks
being especially week because of the publication
of a false story that there had been offerings of
the metal at below XOo per sound. All. of the
copper Issues broke frem 8 te S point. Ameri
can Smelting was finally St, Anavoenda 84 ,
Inspiration 46 and Utah 77; . The Steel Issues
fell frem 1 to 2 points. Steel common closing
at OSVs.
' Total sales for the day were 412,000 shares,
with bonds aggregating $9,BBS,000. '
New Tork, Dec. 13. lL N. S.) Although
there was a weak tone in evidence at tbe open
ing df the stock market today, initial losses were
generally followed by a moderate -tally. Trad
ing was quiet.
Steel common yielded H to 964 and recov
ered this loss on the next few transactions.
Marine preferred moved in tha same way,
dropping. 3 to 113 and then reacting to
but night's close within the next, few minutes.
The feature of the trading was the further
sagging off of Brooklyn Rapid Transit to 35'tt
Trading throughout the forenoon was largely
of a professional character with tha only import
ant moTyncnt in a number of specialtiea, some
of whicli made good gains while others sus
tained material declines. Wilson ek Co. moved
up nearly 2 points to 754 and Studebaker ad
vanced over 1 point te 63. General Electric
was weak, dropping SH to 149.
Steel common was steady within a narrow
range of 80 H to 97 with the other Steel shares
acting in about the same manner.
Marine preferred, after dropping to 11$
rose to 114 94. American, Smelting for a "time
showed strength; moving up 1 point to 84
but later dropping to 83.

Judge Admits Ethical Justice of
Claim to Rights, But Rules
Legal Bars Prevent.
Tacoma. Wash., Dec 13. (U. P.) Al
though making an eloquent plea in
court that, he was entitled to bo an
American citizen, not only because) he
was a member of the Arayan race, but
because he "stood ready to give his blood
for the United States." Bbagat Singh, a
high caste Hindu in the army at Camp
Lewis, waa denied citizenship today by
Federal Judge Cushman.
Singh is a member of the first devel
opment battalion and is duo to be dis
charged Monday.' He appeared to bo
highly intelligent, spoke excellent Eng
lish and possessed an astonishing kmowl
edge of American law. He appeared In
court attired in khaki, though wearing a
Hindu turban Instead of thA reerularinn
army hat. The military authorities al
lowed him to retain his native bead
dress.
Singh based his plea on the contention
that ha ia a Tree whit person," and
therefore legally entitled to become a
citizen. He declared that he came from
Northern India, and that his Caucasian
blood has been kept pure try the rigid
system.
Judge Cushman expressed th opinion
that Singh was "ethically" right In his
contention, and that he ia morally entl
tied to citizenship because of his serv
ice in the army, but that it was evidently
the intention of congress to barr all Asi
a tics. '

County Shoots His
Neighbor; Gives Up
Heppner, Dec - It. Deliberately riding
hia horse up to Alfred Schaefer and
emptying five shots from a revolver into
hia body Wednesday, C A. Morey, aged
40, a farmer living 20 miles north of
Lexington, ta held her on a charge of
murder. Schafer was plowing In his
field, which ia near the Morey ranch.
After the shooting Morey returned
I home, got in his automobile and drove
- 1 to Lexington, where ho gave himself up.

Sheriff Scott that Schafer had ruined
his home.

There was satlsfactloaHn the auction
ring of the Paclfio International Live
stock exposition at North Portland
Thursday for the first time since the ex
position opened last Monday. Th sales
of Shorthorn bulls and cows brought a
good, crowd iff th afternoon and ap
plause broke out on several occasions
when the bids went above $1000. There
were about 14 buyers present, besides a
few who jumped in when they had a
good chance, and there were many vis
itors.
Herculen Stamp, the grand champion
young bull, walked around the ring bel
lowing till his price ran up to $137$. He
was bought by D. C. Olson of Haines,
Or., from Day & Rothrock of Sprague,
wash. He was calved on April 11, 1917.
Good Prieeg Bale Sale.
Not much coaxing was required to
draw the good prices. On a few occa
sions Frank Brown, well known cattle
man of Carlton, Or., stepped into the
ring and explained the good merits of
-the animals, even talking himself into
buying a few.

Prineville were the most frequent buyers.
