the crowds that have attended the In

noon hour talks.

lion dollars worth of men from Portland.
Uncle Sam does not wish , to itemise
what his "Jacklesara worth.- War
prices do not count with Uncle, espe
cially when he has to fit out and feed
an army and navy.
"A recruit costs the United States prac
tically $1000. per year and before the
navy will enroll him be must havs
$49,000 worth of "pep."
, Uncle Sam declares that every man
has "pep" and more than $43,000 worth.
It the recruit lacks the "pep" which is
made up of a "1920 fighting spirit."
Uncle Sam guarantees to install it for
nothing although it costs him money
to Inject ' red blood" into a recruit.
The recruit is given $85 of clothing.
He is Interviewed and schooled by na
val officers and given the fundamentals
of a man-o-warsman's life. He la given
the best of medical care by the navy
medical officers. His teeth are taken
care . of by naval dentists without
charge. He is given an unlimited
amount and the best of food regardless
of the cost..- -, ... .
The, cleanliness of body and mind is
the foundation of all teachings the blue
jacket receives. He wins promotion and
the greater respect of his superior offi
cers on 'his neat appearance.
-Schools on f every trade and profes
sion are provided for the sailor. He is
given practical experience training; after
which he is sent to sea, .either aboard
a battleship, destrpyer, submarine, sub
marine chaser, monitor or merchant ma

and fix sailing regulations for all ves
sels using American ports, ts conferred
upon the president by a bill which passed
the house Thursday. Thp bill is sweept.ig
in character and gives the president
separate control -over ail ships coming
to or leaving this country. Among the
powers granted in the bill are the fol
lowing.
First To requisition for any national
purpose arising out of war the tempo
rary possession of any vessel and to re
quire it to be placed at the service of
the United States.
Second To make rules, regulations
and orders regarding voyages, the
courses, the use' of protective devices
and the arming; of vessels.
Third To declare a danger sone and
order vessels excluded from it.
Fourth to prohibit any citlsen of the
United States from chartering a vessel
of foreign registry, unless the charter
terms are satisfactory to the president.
The charters made In violation of this
section may be altered and the charter
rates of v easels.
Fifth (Missing.)
Sixth To prescribe the priority in
which the goods shall be carried and
the priority In whlcn they shall make
use of wharves and warehousea
Seventh To purchase, lease or requi
sition drydocks, wharves or loading or
discharging terminal facilities in any
port of the United States.

United States steam vessel Inspectors
today are aboard the steel steamer
Point Lorn a. first product of the Alblna
Engine At Machine works, and on Sat
urday will make the first annual in
spection of the engines and boilers of the
Point Loboe, fourth vessel launched by
the same company. Inspectors are also
examining the Coquille at Astoria today

The Libby Maine, built by the G. M.
Stand if er . Construction corporation for
Libby, McNeil & Libby, has been de
livered to her owners and will be put
into the Alaska trade at once. No
formal trial trip was held, although the
vessei performed in movements about
the river.
The Willamette river forecast made
this morning by Meteorologist Edward
L. Wells in charge of the Portland of-:
flee of the weather bureau,' presages
a stationary condition' for Sunday and
Monday with the water at a 19-foot
level. In the meantime the river will
rise 0.2 foot. Unless unusually heavy
temperatures strike the Columbia and
Snake river watersheds within the next
few days the river is expected to fall
rapidly.

Vessels for Hawaiian Route
Seattle. June 21. (I. N. S.) The Mat
son Navigation company of San Fran
cisco soon will be given five wooden
steamships of the Ferris type by the
United States (shipping board for the San
Francisco-Honolulu : route, according to
announcement here today by J. D.
Lowman, director of the northwest di
vision"' of operations for the shipping
board. Four of the vessels built at Ta-
coma are the Quinault, Wahkiakum,
Mahaska and Bel o it, and the Wtshk.h,
built at Aberdeen. They are 3500-ton
freighters.

Seattle. June 21. (I. N. S.) The 7500-
ton steel hull of the steamship Deranoff,
the eleventh vessel launched since Janu
ary 19 by the Skinner & Eddy corpora
aion. Is riding at anchor here today after
being christened by Mrs. Earl Bert
Barnes of Asheville. N. C. The vessel
Is of the Isherwood type.
