This is the reason why the Germans
have begun their sudden activity along
the Olse. There Is no certainty for
Von Hlndenburg that General Foch will
start a major attack In that region, but

old southern front which It joins near
the Oise.
New supply routes undoubtedly have
been organized and the lines of com
munication cannot be the name. If,
therefore. General Foch can cut the Ger
man southern flank, where the old and
the new lines unite, he will have sev
ered Von Hlndenburg's armies, exactly
as Von Hlndenburg hoped to Isolate the
British from the French.

These figures, although not fully cred
ited by treasury officials, give Indica
tion that every part of the- nation will
hurl defiance at Germany with money a
third time.
Reports continue to pour into Liberty
loan headquarters, telling of over-sub
scription of quotas. Small towns and
rural districts not usually well organ
lzed, have outdone large cities which
have kept their committees Intact from
the second campaign. These districts in
most cases have over-subscribed their
portions about 50 per cent.
May Be Denied Bally Data
It has not been expected that sub'
scriptions on the first day would lndl
cate either a success or lagging of the
new loan.
Last week's preparatory work has put
the nation In trim a a, the first day's
subscription of about 10 per cent of
the loan indicated.
The public may be denied daily in
formation of the progress of the loan,
it was evident at the treasury.
Treasury officials have a plan where
by only weekly reports of the progress
of the; loan will be made public. Thin
would mean that the nation would not
know what any state or district has
subscribed until five days after the
end of each week.
Keen Rivalry for Honor Flags
Officials who oppose the plan de
clared this would end the spirit of
rivalry between cities and states.
A plan is being considered also which
would result In the public not obtain
ing lnforr-ation until the federal re
serve banks report officially.
Frank R. Wilson. Liberty loan pub
licity director, today telegraphed each
federal reserve board to obtain affida
vits from local officials, telegraph com
panies, etc., as to the time quotas were
subscribed. He said competition for the
honor flags has become bo keen that
often a few minutes will decide to whom
the flag Is awarded.' The affidavits will
eliminate' Injustice in awarding the em
blem of honor to the victors.

were asleep. Charles Howard, another
convict who was being taken to the pen
itentiary by the warden, made his es
cape from the passenger train. It is
thought h left the train at Junction
City about 3 o'clock thin morning. He
has a wife at Eugene, and was commit
ted to the penitentiary from Lane county
for forgery.
Howard and Waldon were members of
the honor gang which have been em
ployed on the state lime plant near Gold
HUI. Report was made to the warden
that these two were remonstrating
against rules promulgated for conduct
of convicts. They particularly objected
to the rule which prohibited them from
going to town at night. Warden Murphy
went after the men to return them to
prison, and because they had been tru
ties he did not take usual precaution to
guard them.
