Arrange for a sufficient number of receiving platforms warehouses where . you can use horse wagons and motor trucks up to 3-ton capacity to deliver ana set aown goods, leaving for the larger trucks the running between the main points in the zones. Do not try to make me itucks running oveyland between the main points do pick-ups and deliveries. It cuts down their efficiency and makes the maintenance ofchedules impossible. 8. Put some trucks In the overland haul work on definite leaving schedules so that roods can be delivered to the re celvlng platforms or warehouses In time to make up full loads to any given nolnts. 9. Arrange a return loads bu reau. Arrange with the local telephone companies to give your regular tele Dhone number to any Inquirer call ing up and asking for return loads bureau. Post notices In the offices of all your merchants that you have es tablished a return loads bureau. Post similar notices in conspicuous places In the smaller towns and cities through which trucks running to or from your city will have to pass. This will enable your trucks and those of private truck contractors doing this kind of haulage and entering your city to quickly col lect loads to be transported to their home cities. 10. Bring all pressure to bear upon your mayor and the governor and thence to your highway commis sioners to keep all the main highways leading out of your city open during the remaining winter months. 11. Bring all pressure to bear on the proper au thorities toward the resumption of the construction of main line highways at the earliest possible moment this spring and for a proper maintenance of the roads all year round Use Waterways In connection with waterways 1. Se cure Information upon transportation available on existing Waterways cover ing Bhort hauls. 2. Get behind the movement for immediate production of barges for the large canals, such as the Erie barge canal, which would re lieve the freight situation between the Lakes, coal regions and the important centers on the Atlantic seaboard. 3. Take up with the traffic manager of your business and the traffic expert of the local chamber of a commerce the possibility of the use of waterways for any part of your freight movement and arrange shipping plans accordingly t Week's Motor and Truck Record Father Ate Too Much And Must Go to Jail Milwaukee, Wis., March 30. The 'conges tion of ore at Lorain la said to be so great that fear la expressed that when the movement of ore starts from the upper lakes this spring it will be neces sary to load directly from the boats into cars, because of lack of storage room: Local stocks of ore are said to be the heaviest in the history of the port for this time of year, because com' paratlvely little reshlpping could be done this winter because of extreme cold weather. Electricity la generated by a wind mill so successfully at a German tech nksal school that it is estimated that a similar plant could -supply light and water for. 100 persons at a cost of f 125 a year. , ' .. - - Uniform Wearing Under Restriction London, March 30. The king has ap proved of officers who Relinquish their commissions during me war ana wnu are granted honorary rank in the army being allowed to wear uniform when attending ceremonials and entertain ments of a military nature. The uniform will be service dress and will be that of the unit or of the gen eral list to which the officer belonged, and the badges will be those of the hon orary rank granted. The uniform may not be used gener ally and It may hot be worn at political meetings. During a recent talk with a body of leading tire dealers; Frank C. Akron, Ohio, expressed his opinion that "this year, in propor tion to'tlre sales there would be a far bigger accessory " business." according to word received by. C M. "This summer you will see motorists themselves out on the road examining their tires, said Mr. Mlllhoff. "making what repairs may be needed, and actually enjoying it. Instead of allow ing to ro unheeded, tread cuts and minor ailments, the fellow who wants tJfxet the most out of his tires will plug them up with material made for this purpose. He will make regular ex aminations of bis casings xor sxone bruises and other Inside troubles which are not observable on the surface. In a word, the Ideal motorist that I have In mind will give every good tire every chance In the world to make good. "Of course, like the poor, there-will always be with us the lackadaisical motorist who never w411 properly care for his tires, and who never will recog nize that, after all, the mileage that he obtains from his tires largely depends upon his own treatment of them. Motor vehicles, except motorcycles, shall display two white lights to the front and one red light to-tbarear. No operator of any motor yshicle shall use a headlight unless it Is so shaded as not to blind or dassle other users of the highway or make It difficult or unsafe for them to ride, drive or walk thereon. Headlights of every motor vehicle shall throw a sufficient light ahead upon the roadway to reveal any person, vehicle or substantial object at a distance of at least one hundred feet, r All lights must be arranged so that no portion of the reflected beam ot light when measured at a point fifty feet ahead of the motor vehicle on a level street surface shall rise more than forty-two Inches above such surface. Such lights shall also give sufficient aide Illumination to Indicate any person.' vehicle or substantial object within tea feet of the side of said motor vehicle at a point ten feet or more ahead of It. Motorcycles and all other vehicles shall display a white light to the front and a red light to the rear, such lights visible at a distance of at least two hundred feet.
