Miller i- Thursday night told an audience at the Heilig theatre between acts that the ' nroduction of revenue by, assessment noon fortunes is not a new thing tu "The first income tax law passed ? by the congress of the United States was in 1862." Mr. Miller said. "The rate of taxation was from 3 to 6 per cent. ?The law was repealed in 1872. The debate on the bill to repeal the law 'was participated in by men of national character, and after a prolonged and heated debate the bill passed by the . narrow margin oi one vow. I ' "Some of the leading characters who favored the income tax and spoke ; . against its repeal were : John Sherman, I of Ohio, who was In public life over j . 40 years, serving as congressman, sen- . ator and was twice a candidate for : ' ' the Republican nomination for the : presidency of the United States. Morton of Indiana : also contended for the law and declared it was the most equitable and just of all the systems of taxation.
