Administration circles today let it be
known that President Wilson will short
ly issue a statement which will define
tha attitude of the United States to
wards Russia and towards the plans of
the entente powers to have Japan send
an expedition into Siberia.
Secretary Ltanslng was back on the
Job tn the state department today, but
had nothing to add to the newa on the
Russo-Japanese situation. He said that
so far as he knew the promised protest
by Holland against the Dutch ship seiz
ure has not peached the department.
The question waa one which tha depart
ment could not discuss, he said.
The department still was without of
ficial word from the soviet congress.
Unofficially It had received full con
flrmation of the action taken. It also
had not received a copy of the resolu
tion, which it was reported had been
adopted In reply to President Wilson's
message in which It waa reported
declaration that only a world-wide so
cialism would end- warfare waa In
cluded.
It waa considered unlikely that there
would bo any intimation of the olicyp of
the United States until President Wil
son's official statement is issued. It is
understood that the president's proposed
announcement la completed and it waa
outlined to the cabinet yesterday. Just
when it will be made public Is a closely
ruarded secret, as It la the fact whether
it will take the form or an aaaress to
congress or a statement througn tne
committee on public information.
Manv officials seemed to believe mat
it would be the latter method that will
be used.

the situation, but official quarters out

Holland may protest more openly athan .
she has, in view of German pressure;
and Germany may attempt reprisals
against Holland.
But In either caae, nothing definite aa ,
to Intentions waa available here -early
today.
Whil authorities anticipate Germany'
would atop at nothing. If It suited her
will, they inclined to believe that aha
would hesitate at embroiling Holland In
the world strife either on her own side
or on the allied aide. Germany ami the
allies now manifestly want Holland to
remain neutral. And." despite the en- '
tirely legal requisitioning of the Dutch .
ships, the Allied-American plan is to give
Holland a liberal supply of foodstuffs
and a portion ot the Dutch shipping to
convey It. This Is for Dutch use only.
But it may be a question aa to whether
Germany would care to shut off what :
supplies she does get from Holland by
acting against ber. particularly aa the
ship seleure is thoroughly opposed by ;
the Dutch.
The possibility ot an open protest
from the Dutch government la foreseen.
Thla would strengthen Holland' posi
tion insofar as trouble with Germany v
is concerned, as it would show Germany
conclusively that there ia no acquies
cence on Holland's part. - - -
But America and her allies nave
weighed their decision wen and 'having
tried to mingle their right and question
of Justice, intend now to stand behind
their poaltlon.
