cruing to state banks entering th fed
eral reserve system. As a matter of
patriotic service there Is no question
that every eligible stats bank In the
country should follow the example of
the great trust companies of New York
by entering the federal reserve system.
It is highly Important at this time that
the entire gold stock of the country
be placed where not only all Incomings
and outgoings can be watched and
noted but where it can perform the le
gitimate service of a gold reserve,
which it cannot do when scattered In
the vaults of thousands of Independent
banks. And all bankers know that
while heretofore Independent banks, or
special or emergency associations of
banks, have been able to finance public
and private operations in ways which
were then considered fairly satisfac
tory, it is only through such concen
tration of reserves through the federal
reserve system, as the president now
urgently requests, that It is possible
to finance the hug present and ex
pected public borrowings side by side
with the greatly increased necessities
of essential industries. It 1 as nec
essary to mobilize our cash resources
as to mobilise our man power, our ships
and our industries. In fact only by
the mobillxation of our money power
can we put armies and fleets into ac
tion. If in any state the laws still
make it difficult or impossible for
state banks to enter the federal re
serve system Immediate steps should
be taken to amend those laws. And in
the meantime, whatever gold and ex-
sting lasvs permit state banks to de
posit in the system should be placed
there and kept there.
From the standpoint of the banks
themselves membership fn the federal
reserve system is highly desirable. In
the - first -T?lace so long as they do
business on a sound basis they receive
abolute security against any tempor
ary embarrassment from lack of cash.
for they always have In their port
folios sufficient paper which in, or
may be made, eligible for rediscount
to carry them over an emergency. And
they will get that assistance aa a mat
ter of right and at a trifling expense
instead of as a matter of favor from
correspondents or competitors at
greater expense. In other words, re
serves In the hands -of the federal re
serve banks wilfcbe greater protection
than if actually in their own vaults. A
thousand dollars In a bank's vaults
will pay checks to the amount of
(1000. If In a federal reserve bank It
may be made to payS2500. And no
banker can forget that in case of great
emergencies affecting, the whole coun
try, correspondents, however strong,
are frequently unable to meet the re
quirements of solvent country banks.

training camps of the number of men
who will be called Into active service
Immediately upon completion of their
training, November 27.
The department indicated commis

cessfully pass the examinations.
Those not called iuto active service
at once will be placed on the reserve
list.
All commissioned above the rank of
second lieutenant will be assigned to
vacancies pow existing ln natloal army
divisions and second lieutenants com
missioned for active service will be
assigned to fill regular army vacancies.
Tbe number of men to see quick
service and their ranks at the presidio,
San Francisco, will be 446, as follows:
Eight majors, 15 captains and 262 first
lieutenants of Infantry; 2 majors, IS
captains and 71 first lieutenants of
field artillery; 68 second lieutenants
of cavalry, field artillery and infan
try, and seven second lieutenants as
signed to the adjutant general's de

from the National American Woman
Suffrage association at the Whits
House this afternoon.
Mrs. Carrie Chapman Catt and Dr.
Anna Howard Shaw, leaders of the
conservatives, told the president of
their pleasure over the New Tork suf
frage victory and thanked him for his'
support. At the same time they point
ed to the invalidation of suffrage
victories in Ohio and Indiana and
asked that he include tbe Susan B.
Anthony amendment in the legislative
program to be outlined in his messsge
at the next session of congress.
The National Woma Suffrage asso
ciation delegation from Ohio and In
diana accompanied their leaders to the
White House In automobiles, but did
not pass the gates. They carried with
them yellow banners, bearing slogans,
insisting that the federal suffrage
amendment be nassea.
