In all tho high way paving Jobs lot by the state high way commission thia year, why have there been no bidders for cement con crete pavements? This Is the question asked by Herb ert Nunn, state highway engineer, of the directors of the Oregon Portland cement company. Nearly ail the Jobs have been awarded for bltullthlc "This office has been somewhat sur prised at the Tact that we have not received any Lids for cement concrete pavement this year, with the exception of two bids on the one mile of work at Sheridan," says Mr. Nunn. In his letter to the cement company directors. Cemaat Price Up "As all of the pavements which have been awarded this year have been let . to the lowest bidder, regardless of type, we are at a loss to understand tnis. and especially on account of the fact that ther is come alight criticism by the -public because we do not award contracts for concrete. "At least one contractor has reported to roe that th rcanon he did not bid on concrete was because of the fact that the day before contracla were awarded on the Sheridan Job, cement I pncea were raised .0 cents per Darrei. . The state highway engineer's letter to the directors of the cement company was prompted by an Inquiry from J. E. Moore, assistant sales manager of the company, who referred to the TllLa ' mooK-CloverdaU road and said the highway commission did not give some of the contractors time to look over the road before the date for opening hlcfs. Time Given, "eply "All contra ts let thia year have been advertised a full two weeks or longer, with the exception of a con tract for five miles of pavement let In Tillamook present m the state highway commission did not receive a request for this pavement until July 30. and with the request that this work be awarded at the next meet ing of the commission. It was impossi ble for us to advertise for a longer period of time. . . "As soon a thia contract was ad vertised, all of the contractors who have been bidding on work this year were notified by mail, and aa this ad Ycrtfaemant has been running In the Tillamook: papers and In the Daily Record-Abstract, there does not seem to be any reasonable excuse for our not receiving any bids on cement con crete. Etate Highway Engineer Nunn ssys that In discussing these matters with J. 11 Moore, he stated that "ha would endeavor to have some contractors bid on concrete pavement at the next let ting, but that he was very much afraid it would be Impossible for them to fur nish the cement on account of the large demand at the present time."
