wide and that the agent of certain
foreign powers are really behind the
plan to foment trouble In the indus
trial ranks of the United States, is
admitted by Governor Withycombe.

carry on their campaign of crippling
Industries is presumed.
' The critical time In the present
economical situation will come after
. the national guardsmen have left
- Oregon to gather at the concentration
camps in accordance with the military
program of the government, it Is said.
In the meantime Governor Withy
combe has anticipated any activities
on the part of the agitators and has
set in motion a systematic plan for
the defense of the state's Industries.
Civil Authorities Cooperate
This plan involves the cooperation
of every sheriff of tbe state. In

special deputies be sworn In to form
the new basis of the home protection
unit
Reviewing the I. W. W. situation,
Adjutant General White said:
"Oregon will not be found napping
should the agitators attempt to de
stroy property or cripple any of the
Industries of the state. We are now
preparing to meet the Issues which
are expected to arise after the troops
have departed. This defense will rest
mainly upon the shoulders of tho
sheriffs of the several counties, aug
mented by such forces of trained men
as may be required. Plans have al
ready been set in motion for the for
mation of this defensive force.

"Realizing the possible seriousness
Of the situation and actuated by the
somewhat alarming reports which have
come from other parts of the country.
Governor Withycombe called me Into
conference at the state capital Thurs
day. In company of a member of my
staff we made the trip from Portland
to Etalem in dke hour and 45 minutes.
Governor Withycombe went into th
case thoroughly and outlined th gen
eral plan of proceedure.
"It Is the purposo of the state gov
ernment to let the local authorities
cope with the problem so far as they
are , able ' to do so. EThould they be
unable to meet the Issues th new
guard Of trained, efficient military
men, will be called into action. In
the vent that the state shall prove
unable to handle the question the fed
eral government will step in.

Germany Makes Desperate

Theee French soldiers have a peculiar duty. They go Into the captured trenches and "clean them out"
by the simple process of asphyxiating or shooting with a revolver every lagging German who fails
to surrender immediately or who offers any resistance to capture. Not exactly a pleasant duty, but
a necessary one.
It is apparent from past demonstra
tions outside of the state of Oregon
that the plan of the agitators Is to do
all In their power to cripple the indus
trial arm of the nation. The destruc
tion of factories and the devastation
of grain fields and granaries will
likely claim the chief attention of
those linked in the common scheme of
embarrassing th nation.
"Any steps forclblyto detain any of
the agitators must be taken by the
federal government. If there are "bull
pens' to be established In Oregon they
Will be established by the United
States government. Agents of th
government are keeping close tab on
all activities of the agitajtors and will
be prepared to take immediate action
in case of necessity."
The Urftcd States consumed 45,
720,850 barrels of salt of 280 pounds
each last year, an increase of more
than 7.000,000 barrels more than the
previous year.

of arguments as gathered today were

propaganda system, are spreading
these arguments.

many was preparing for peace.
Petrograd continues Jubilant at the
fresh successes achieved in the great
offensive. Troops in other sections of
the front, who have not yet had their
ordera to go forward, are beginning to
exhibit impatience to get atthe enemy.
The Ninety-seventh regiment has
unanimously adopted a resolution t
which 6000 votes were subscribed,
refusing to cultivate the fields, and
concluding:

actors. Speaking of the war. Mr. Wheeler

"First and foremost in any rational
program of reformation, must be a
campaign of education. The popular
mind must be urged to activity, fof
voluntary action Is rarely possible.
In a state program for school health,
this campaign of education must be
insistent, scientific never - ending.
"Then follows the campaign of ac
tion when all the forces of good must
rally for concerted action. The schools,
th civic clubs, the municipal officiary.
the state authorities, must do team
work.
"The third campaign is a campaign
of appreciation. This naturally will
supplement th effort of those mak
ing the campaign of education. By
comparison and by experience, those
who have achieved " are encouraged
by the "well done" of those who have
wrought. Longevity, efficiency, hap
piness. Inevitably follow in the wake
of such a program."
