The outstanding feature of the grand lodge sessions of Odd Fellows Wednes . day was a monster street parade in the Afternoon, in which more than 1500 Odd Fellows and Rebekahs took part. The pageant was followed by tha Patriarchs Militant in full uniform, I'Ahen the delegates to the grand lodge and. Rebekah assembly. The Rebekah assembly of Oregon voted to join the National Associa tion of Rebekahs, adopting the report of a special committee from the Ore gon assembly which attended the meeting of the national organization last year. Oregon has been represented in '-former years by committees at the national meetings. This year dele " gates will be elected from the stato organization for the first time in its history. Half Century Jewels Presented. A .record in the history of Odd c Fellows in the United States was set When four members of Spencer Butte lodge No. 9, of Eugene, were pre- sented with 50-year Jewels, making a total of five members of Spencer Butte lodge who have received jewels marking a half cetitury of good stand ing in- the order. The men who received the 50-year ' Jewels have been acting as a recep tion committee of the Spencer Butta ' lodge, welcoming pioneer delegates to the grand lodge meeting. Waite. who will be electrocuted tonight for the murder of his father-in-law, spent his last day writing verses apd humming popular songs. Dr. Waite slept late and awoke cheerfully to face his last day In the death house. Calm and indifferent, outwardly, at least. Waite never once referred to his approaching death; nor to his family. His mother is dying- of grief at her home in Grand Rapids. His father died of a broken heart a month ago. His brother Frank, his only loyal friend throughout, has turned snowy haired in less than a year over his brother's conduct. . CONFEREES WILL PUT CENSORSHIP CLAUSE UP TO VOTE OF HOUSE If House Fails to Adopt Mod ified Provision Senate Will Not Take Vote. Washington, May 24. (U. P. Whether there will bj a censorship provision in the Gregory espionage blil is up to the house. After a long deadlock, the house and senate conferees virtually agreed to report out a bill containing a com promise provision ..which covers mere ly naval and military news. If the house adopts It, the senate may follow suit. If the house turns-it down, how ever, the senate won't even vote on it. There is much speculation as to whether house Republicans and about 25 house Democrats will stick to gether, as they have threatened, an 3 vote the proposed section out. Canvass of tlftT senate at the sugges tion of President Wilson uncovered lit tle enthusiasm for any kind of a censorship whatever. The plan of the administration is to put through a rule similar to that embodied in the Cummins amendment to the spy bills providing censorship on strictly military and naval activi ties. Senator Cummins Isn't disponed now to press the provision and many other Republicans say they won't favor any censorship that might by any chance replace the present board headed by George Creel. Some senators opposed to any cen sorship provision "pointed today to the statement issued by the state depart ment complimenting newspapers and press associations upon the success of their "voluntary censorship" upon the movements of the French mission. At the request of the state depart ment the newspapers refrained from printing anything of the departure of Joffre. Others drew attention to the inci dent of' sending American destroyers into the U-boat zone. Although it was generally known in newspaper offices 10 days before the announcement came from London, not one word got into any newspaper. c OFFICIALS BEST WHO HAVE EXPERIENCE AS PRIME QUALIFICATION Daly Advises People to Use Same Method in Choosing Mayor as Business Head, Will H. Ialy, in an address in behalf of his candidacy for mayor at the Montavilla school Wednesday night pointed out to the voters gathered to hear him that a business men in selecting some one to administer bis business would choose a man of ex perience and proven qualifications for the position. Carl Flynn Dies At Vancouver Home Vancouver. Wash., May I4.--Oarl Flynn, 24 years old, died this morning at the home of his parents, Mr. and Mrs. J. M. Flynn, S07 Eighth street. Besides his parents. Whether or not that portion of the city within a radius of a half mile from the Armory at Tenth and Couch streets, is barred to enemy aliens. In accordance with the president's proc lamatlon. Is a question on which Unit ed States Attorney Reames has tele graphed to the attorney general for enlightenment. The particular provision of the proc lamation reads: "An alien enemy shall not approach or be found within one half of a mile of any federal or state fort, camp, arsenal, aircraft station, government or naval vessel, navy yard, factory or workshop for the manufac ture of munitions, of war or of eny products for the use of the army or navy." Instructions Sent tot Marshal. United States Attorney Reames Is of the opinion that the Portland Armory is both a camp and an arsenal, but will ask for definite Instructions from Washington on the point. Directions issued by the attorney general for the enforcement of the par ticular provision have been submitted to the United States marshal by Mr. Reames. These directions, while not elucidating the status of Portland's Armory, give stringent specific regu lations as follows: Regulation No. 4 shall be enforced by the marshal as follows: (a) Alien enemies residing within one-half mile of a fort, camp, arsenal, fir-craft station, srovernment or naval vessel, navy yard factory or workshop tor the- manufacture of munitions of war or of any products for the use of the army or navy, shall be required to remove therefrom before .Time l 1917; provided however, that any alien enemy who prior to June 1, 1917, comes within the purview of regulation 12 of the president's proclamation shall bo required to remove at once and shall be subject to summary arrest. Aliens Xlacle to Arrest. Any alien enemy who falls to re move prior to June 1, 1917, shall be summarily arrested. Alien enemies who do not resldo within one-half mile of the place above referred to and who come within one-half mile of said places will do so at their own risk and may be summarily arrested. the marshal may issue a permit to anyone to continue to reside in the for- oidden locality or to come within trre forbidden locality for the purpose of passing through such y, -mile area or of being employed or doing business within the same, if. after such proof as ine marsnai may require, he is satis fied that such continued residence or such passage through or such employ ment will not De dangerous to tne com munity or to the United States. Four or five German airships raided eastern counties of England last night, drop ping a number of bombs and killing one mas In a Norfolk village. Lord PTench, home defense commander, an nounced today. The bombs all fell on country districts and the damage was declared "negligible." "The airships approached th coast shortly before midnight." Lord French said. "The sKy was overcast and a thick bank of rain clouds made ob servation difficult. Four airships pur sued an erratic course, being unable to locate their position. Our aeroplanes pursued them, but the thick cloud enabled them to escape. "Airships" presumably means Zeppe lins. If so the present raid is the first since November 26 and the twenty-second since the I tart of the war. The total casualties have been 229 killed and 451 Injured. Marriage License Record.
