27 years old, was fined $2n the

he was convicted of driving an auto
mobile while intoxicated. O'Brien's
machine struck a milk wagon at Six

night, and Patrolman W. A. Barker
arrested him. Neither vehicle was
badly damaged. O'Brien pleaded not
guilty, but admitted he had been drink

Norwegian Steamer

Washington, March 21. (U. P.)
The Norwegian freight steamer Stavan
gwr, Bergen to Rotterdam, with on
American on board, was torpedoed and
sunk March 14, but the crew was
saved, a state department message
said this afternoon.
The one American aboard was Rob
ert Leroy Bragg of Angel Camp, Cal.
The vessel was sunk on the afternoon
of March 14. in the North Sea, i)
miles from the North Hinter lightship.
The crew was rescued after 17 hours'
exposure.

municipal government In Port
land during 1916 as compared
with 1912, the last year ol the
councilmanlc system. It has to
do with the department of pub
lic affairs, administered by
Commissioner Baker and com
prising, besides the commis
sioner's office, the bureau of
parks, city attorney's office,
bureau of city hall, bureau of
weights and measures, bureau
of free employment, free mus
eum and municipal reference
library.
It cost $283,853.28 to conduct tho de
partment of public affairs during 1916,
as against $173,597.39 in 1912. the last

This increase springs from the com.

the voters of Portland, who have from

City Attorney Is Paid Xore.
Tbe city attorney's office shows an
increase of $5146.47 between the two
years, the total cost of the office In
1112 being $18,435.83. while In 191C It
was $23,582.30. The bigger part of this
increase is caused by the higher salary
paid the city attorney, who received
$2400 In 1912 and $4800" in 1916. and
the, higher salaries paid the deputies,
two of whom received $185 in 1913 and
$225 in 1916, while a third received
$125 in 1912 and $175 in 1916. The
salaries of the stenographers were re
duced. The bureau of free employment shows
a total Increase of $3786.44 In 1916
against the cost in 1912, of which
$2013 is chargeable to salary account.
Em ring 1916 the bureau secured em
ployment for 82,537 men and 2464
women. No adequate record of the
bureau's activities la available for 1912.
but from December 1, 1913, to De .em
ber 1, 1914. it secured employment for
approximately 8543 men and 1480
women.
