Press, March 21. (U. P.) Germany is
retreating; to a victory; another master
stroke has been achieved by Field Mar-
- shal von Hindenburg and the extent's
plans for a great spring offensive have
been destroyed.
This, in brief. Is the official explana
tion Riven for the first time today to

Those positions embody the newest
lessons of the war. They will force
the enemy to learn ther trade all over

They may effect a transformation of
ths entire character of tha war.
Means of Communication Effaced.
- In th meantime Germany has been
clearing the whole country in front
ef these new positions. They are miles
back of the present line. The whole
country Intervening between the old
German line and the new one has by
necessity of war and necessity of the
new German plana been made a wilder
' nesa. Roads have been destroyed; the
whole terrain has been made difficult
of passage. All means of communica
tlon have been effaced. Some villages
have utterly disappeared. Some have
been only partially wrecked. . Not only
has a free zone of fire been obtained
by anch a procedure, but the enemy
must come forward slowly over a
ground so hazardous.

Guns Carefully Banged.
In either event. It Is said, the enemy

of toll by a million German soldiers
have been expended in (perfecting the
new German line. The German forces
will bo entrenched mi the strongest
possible defenses, protected by forests
: of barbed wire entanglements. A free
fire sons In front will give them clear
view of the enemy. Guns have been
ctref ully ranged over all this forefield.
The enemy must come up; must dig
Itself in; must arrange transport of
millions of tons of ammunition, of
food and. of supplies over the wilder
ness left behind by the Germans In
their retreat. The allies will face Ger
man forces prepared for every con
tingency and protected as an army
was never protected before by long
preparations.
It has been Impossible to carry out
' this program of -a retreat leaving be
hind a wilderness without severe hard
ship to the French civilian inhabi
tants. But the move is demanded.
ZTatural Advantages Utilised.
Officials also point out that the new
line . selected by the German army
chiefs la not one picked haphazard.
It wras not one where the fortunes of
battle have, forced digging in and a
consequent strengthening such as the
old line. The battle of the Marne,
which was unfavorable ' to Germany,
forced German troops to make their
stand wherever they could, irrespec
tlve of natural advantages. They had
to withstand many months of pressure
by entente troops since that time.
Therefore, the old line was not taken
up because of special strategic advan
tages.
The new line Is. It lies in the posi
tion where engineers and strategical
experts- have chosen every, feature of
topography as an aid. All natural ad
vantages have been utilized and de
veloped.
Will Intercept Offensive.
' All this change comes at the very
point where Germany's enemies had
planned a new spring offensive and
an offensive backed this time with re
doubled power. The French and Brit
lsh had planned to take thefinitiative

As officials here express it the en

German experts think weeks and
months will pass before the entente
can strike at the real bulwarks of the
new German system. Even before this
strike they will be compelled to make
enormous sacrifices.
German saldlers have labored like
ants to change the face of the country,
Not only will Germany have the
advantage of a carefully prepared line
in her new move, but army officers
pointed out today through shortening
her front. Germany can save her of
fensive power. That saving may he
of decisive importance in future opera
tions to follow very soon.
The shortened line will free a large
number of troops. Not only will Ger
many i have these men -but the vic
torious -army which conquered Rou

British Reorganize Plans.
London. March 21. (U. P.) Warn
ing that the day will come when the
Germans will make another stand,
bringing terrible losses to the British,
was voiced yesterday by Sir Neville
Chamberlain, director of national serv
ice, in a speech before the Associated
Chambers of Commerce.
."It's a long way from Bapaume to
-Berlin," he declared. "When the Ger
mans make their stand we wilt have
heavy fighting and we could not hope
to fight without heavy casualties. Ter
rible as It is going to be. there's no
use of our hiding our heads in the
aand. We've got to see It out."

For Fu9d Campaign
Saa Francisco Plans to Balsa $ 50,000
to Provide Hospitals fox Army and
Kavy -Itom Anreles to Aid.
San Francisco, March 21. (P. N. S.)
The local chapter of the American
Red Cross will meet this afternoon to
organise a committee to conduct a
campaign for a fund of $50,000 to pro
vide materials and equipment for two
base hospitals.
A request that the chapter con
tribute to this extent to the war prep
arations of the Red Cross was received
in a wire from headquarters in Washington.
An organization for the making of
supplies in the event af war has been
formed already, in response to general
orders issued to Red Cross chapters.
-The fund to be raised here will be
used for an army hospital of 00 beds
and a navy hospital of 260 beds. Los
Angeles has been asked to provide a
navy hospital of the same size.

termined French offensive on the Ma
cedonian front has for its object the
turning of the right flank of the Ger
man and Bulgarian armies.
German military critics, in reviewing
the Balkan situation today, declared
that the attacks of the French between
Presba and Ochrtda lakes and on the
heights north of Monastlr have all
been directed toward crumpling up the
Bulgarian and Teutonic lines and cora-
! pelling a retreat of the German allies
toward Prilep and the Orient railway,
v There are Austrcellungarlan troops in
southern Albania. If the French could
turn the right wing of the German al
lies they would be able also to get be
tween the Austro-Hungarians and the
Bulgar-Qerman troops.
The British have been attacking along
the center in an evident effort to di
vert the attention of the Teutonic al
lies. Despite the general pressure, how
ever, confidence is felt here that the
lines of the German allies, lying across
strongly fortified mountains, would be
able to hold, and that the allies' of
fensive in Macedonia will prove a fail
ure. Germans Say Offense Faijs.

sive against the German and Bul
garian forces between Ochrida and
Fresba and on the ""heights north of
Monastlr has now entered its tenth
day without bringing any success to
the attackers, the war office announced
yesterday in a statement on Macedo
nian operations.
The French troops advanced In
storming attacks over a broad front.
Most of the attacks broke down under
the fire of the German allies, it was
said, but in some places the fighting
came to hand to hand engagements.

More than 1200 prisoners, including

Farther east on the Balkan front the
British have taken a number of Ger

Naval Station Is Bombarded.
Rome, March 21. (I. N. S.) Italian
aeroplanes yesterday bombarded the
great Austro-Hungarian naval station at
Pola, dropping explosives on the ar
senal. News of the raid was given out
oificiauy yesterday. Five Auatro-Hun
garian aeroplanes that went aloft to
give battle were driven off by French
airmen, who accompanied the Italians
Grado, within the Italian lines on the
Isonzo front, was ahelled by Austro-
uungarian airmen, but little damage
was done. The Italians immediately
retaliated by attacking Muggia ship
yards, near Trieste.

N. J. Upham of Duluth, Minn., presi
dent of the International Realty As
sociates, Inc., will reach Portland
Thursday morning to perfect a plan
for putting the corporation's $1,000,000
Westover property on the market. The
International Realty Associates is a
corporation of several hundred realty
dealers In all parts of the country.
They own property in many of the
principal cities. "Westover Terraces,
purchased by them some six months
ago. is the largest single piece of prop
erty in their possession. Two Portland
real estate brokers, F. E. Taylor and S.
Kan Vincent, are members of the cor
poration. Mr. Upham was scheduled to arrive
in this city early in the week, but was
detained by snow. He stopped one day
in Spokane and was lavishly entertained
by the real estate men of that city. He
will be a guest of the Portland Realty
board at Its luncheon Friday. He is ex
pected to remain in the city about two
weeks.

shed type, and a new $60,000 dormitory
for the University of - Oregon at Eu
gene, are being prepared by Architect
Kills F. Lawrence. The armory plans,
as soon as completed, will be vent to
Washington, D. C, for approval by
the war department.
Air. Lawrence is also designing a
$50,000 mausoleum, to be erected at
Pendleton.
Lanrelhurst Land Moving.
Two houses, directly across the
street from each other, have been sold
by the Laurelhurst company. Dr.
Francis Wayne Drake bought an eight
room residence at 139 Royal court for
$6500. O. F. Ford purchased a seven
room house at 13$ Royal court for
$4800.
Other recent sales reported by Paul
C. Murphy of the Laurelhurst com
pany are a lot on East Pine street near
East Forty-first street, to Lloyd Alii
son for $1600, and a seven room house
at 232 Laurelhurst avenue for $6600 to
G. W. Bwengel, a banker from Larrl

Addition Is Planned.
Plans have been filed with the city
department of buildings by Architect
Jacob Dautoff for the addition of a
third atory to the Neighborhood house
at Second and Wood streets in South
Portland. The proposed new story Is
to contain an assembly hall.
