of pig Iron annually and about 800,000
tons of coat or the equivalent in gas
and oil

York, Pennsylvania, Newersey, Dela
ware, Maryland, District f Columbia,
and also such cities of Virginia, North
Carolina, South Carolina, Georgia, Ala
bama, Mississippi, Louisiana and .Tex
as within 200 miles of the coast, and
cities in Michigan, Wisconsin, Illinois,
Indiana and Ohio situated within 209
tailes of the great lakes,- which servs
as a boundary between the. United
States and Canada
The Irard, in its Investigation, was
guided by the military principle laid
down by the war college, vlx.:
"As a general military principle,
no supply depot, arsenal nor manufac
turing plant of any considerable size,
supported by war. department appro
priations for military purposes, should
be established or maintained east pr
the Appalachian mountains, west of
the Cascade or Sierra Nevada moun
tains, nor within 200 miles of our
Canadian or Mexican, border, and steps
should be taken gradually to cause to
be moved depots or manufacturing
plants already established in violation
of this military principle."
Requirements fox Site.
The board further reporteM that the
principal requirements for an armor
plate plant site, as prescribed by the
bureau '01 ordnance in 1913, were:
"Geological character of site: facili
ties for 'securing raw material: the
labor market, and facilities for deliv-
erinff completed material."

Cairo and Metropolis, I1L; EvansviUe
and Rocltport, ,Ind.; Keokuk, Iowa;
