Hurnliam yesterday Instructed Matt Albert, local contractor, to prepare plans for the erection of a new brick business block on the east srlde of Tower ave nue between Magnolia and Pine streets. The new structure will nave a frontage of 60 feet on Tower avenu and will be 90 feet deep. It will be two, and possibly three, stories height, of brick construction, and will cost about J20.000. An historic trial came to a dramatic end In the United States district court last night, when that verdict was re turned against Franx Bopp, Imperial German consul general in San Fran Cisco, with four of his aides and pe clal war Investigators, on charges of violating the neutrality of the United States in the European conflict. It Is the first time In the history of American law that & consul general accredited from any country to the United State, has been convicted of a felony. Conviction Tlrst of Kind. Of all the cases that have arisen throughout the country, out of the al leged activities of foreign consular representatives since the European war started, this is the first conviction to be had. Prompt notice of appeal was given by legal counsel for the convicted de fendants. These are: Franz Bopp, imperial consul general for Germany at tie port of San Fran cisco: Eckhardt von Schack. vice consul general; Lieutenant WUhelm von Brlncken, military attache; Charles Carlos Crowley, secret In vestigator; Mrs. Margaret W. Cornell. secretary to Crowley. Trial Took Six Weeks. The trial of these internationally Important cases has been pending over a year, and has taken six weeks before United States Circuit Judge William II. Hunt, of Montana. The two indictments are: 1 The "neutrality Indictment"' charging a conspiracy to set on foot a military enterprise into Canada. This is a felony made punishable by a fine of 110,000 or Imprisonment for two years or both. 2 The "Anti-Sherman act indict ment" charging conspiracy to restrain interstate and international trade made puntshable by a fine of $5000 or Imprisonment for one year, or both. Defendants race Prison. All five defendants, therefore, are liable to three years' imprisonment each in a California penitentiary or of federal prison, and $15,000 fines each, aggregating $75,000. Consul General Fran Bopp flushed perceptibly with the reading of the verdict and his face bore a puzzled ex pression. "I am greatly astonished at the verdict," he said shortly after the result was known. "This case will go on until wfe have exhausted every recourse. Of course there will be an appeal. The matter is far from, being settled. Kong Charge Blamed "It Is my opinion that the long and unusual charge of the Judge may have had something to do with the result. "I do not think that our attorneys had enough time In which to present the case. We were Limited to four and a half hours. The Judge tooBT four hours In which be delivered his charge. "There will come consultations with our attorneys as to the next step. The verdict Is there, but I know that we j are Innocent of wrong doing." Friday morning at 10 o clock was set for the appearance of defendants I for a renewal of bonds and for any motions the defense may choose to make. Chief Counsel Theodore Roche stated positively last night no mo tions for new trials will be made as soon as that. The Jury In the case of Mrs. Flora I. Foreman against Mrs. Abe Anderson In the cir cuit court Wednesday returned a ver dict for the defendant. Mrs. Foreman sued for IIS, 000 dam ages, alleging that Mrs. Anderson gave Lher a whipping when Mrs. Foreman went to the Anderson residence some time ago to get her pay as teacher of the Kentuck Inlet school. There had been a controversy for a long time in me district, ado An derson was clerk of the district but has since died. Mrs. Foreman made an effort to have Mrs. Anderson indicted, but failed. While Mrs. Foreman was testifying before the grand Jury, her house was burned down and all her household goods were lost. Mrs. Foreman is now teaching at Broadbent in the southern part of the county. The Com mercial club Monday night approved the action of the board of directors, objecting to the report of the United States government engineers made In the matter of the Hood River dock sur vey, and reporting, unfavorably as to the feasibility of dredging at the mouth of Hood river. The directors have forwarded to the government en gineering department the club's pro test and have asked for further consid eration of the matter. A letter was read from Major Henry C. Jewett, corps of engineers, located at Portland, stating that a detailed survey would be made of the Columbia river from The Dalles to Vancouver, Wash., with the purpose of aiding navigation, and the Commercial club was asked to fur nish full data covering its needs as a hipping point. Tbe Lamport & Holt liner Voltaire, now 39 days overdue, which was believed to have been captured by a German raider. Is reported today to have been retaken by the British and convoyed Into Bermuda harbor. Word to this effect, from what was said to be an "authoritative source, was received by officials of the Lamport & Holt line. The Voltaire left Liverpool for New York 10 days ago and should have arrived here 10 days later, touching at Halifax on the way. but she never reached Halifax. After the capture of the Voltaire, It was re ported, she was turned into a sub marine tender.
