' The .people cf Oregon adopted on
November 7, what la known as the
stats wide tax limitation amendment to
the constitution of . the state. ' This
amendment will become part of - the
constitution as soon as. the vote east
for and aginst it - is -officially, can
vassed by the secretary of state and
the eustomary proclamation Issued by
the governor. It will apply to all tax
levies made upon the assessed valua
tion for the year 1916. By the terms
of this amendment no larger amount
of money may be levied by any taxing
district in any year, except for the
payment of bonded debt and Interest
thereon, than the amount levied in the
preceding year plus 8 -per cent unless
authority so to 40 Is first granted hy
rhs electors through an election. The
amount of money levied upon the val
uation for the year 1916 forms the base.
In the performance of our duties
we have glvtn due consideration to the
presence in our organic law of the new
tax limitation provision. Since the
limitation applies to . the county as a
taxing agency its effect is to consol
idate the general and road funds and
to require the total amount raised for
eounty govern mont to be apportioned
to general and," road purposes. It does
not however, merge the county library
funt Into the general county fund tor
the reason that the former Is limltod
to one half a mllupon the assessed
valuation, irrespective of the amount
of the valuation. Neither does It
merge the oounty school fund Into the
general fund as is a per capita tax,
and the attorney general has held that
it would be Contrary to the constitu
tion to divert any part of the county
school fund into the general fund. Of
the consolidation of the general and
road funds there is no doubt in the
minds of the committee.
Estimates and Expenditures.
TVe estimate that the total amounts
that will be required for the conduct
of county government-for the year
1917 are as follows:

Interest Bonded Debt 135,000.00
Iload Improvements , 894,839.99
First Unit County Hospital 100,000.00
Total $1,663,600.00
This is a decrease of $236.80.5.90
from the amount apportioned to the
foregoing purpose for the year 1916,
which was $1,798,106.90.

adopted the following resolution:
"Resolved, That the. Multnomah
oounty 1917 advisory budget committee
do hereby express to Roadmaster John'
B. Yeon our appreciation of his de
voted efforts to supply Multnomah
oounty with ' a system of good roads,
his care In the expenditure of taxpay
ers funds so as to get s maximum of
results for a minimum of cost his use
of business methods In road adminis
tration, and especially his successful
constructing and Improving' the Co
lumbia river highway in. a manner fit
ting to the matchless scenlo grandeur
thus made available to publlo travel;
and further,- - -
"Resolved, That we record our con
viction that the people of Oregon And
of the city of Portland ovtji Mr.
Teon debt of gratitude they will nev
er be able to repay;, and further,
Resolved, That we recommend to the
board of county commissioners that
they use every effort 1 to retain Mr.
Teon In the position of roadmaster'so
the state, county and community may
continue to benefit by his unselfish,
self -sacrificing end tireless devotion to

Oounty Hospital.
At our meeting of November IT. we
adopted the following resolution:
. "Whereas, The present county hos
pital is unfit for, hospital purposes;
and
"Whereas, Only the-pressing neces
sity for the construction of hospital
accommodations justifies & recommen
dation for an allowance for that pur
pose when there Is no definite project
outlined and no estimate of what the
cost to taxpayers ultimately may total;
and
"Whereas, Past experience has dem
onstrated that building projects' under
taken by the taxing 'bodies of and in
