tract at Blythewood In being surveyed
and cleared preparatory to the start
of construction on the White Shield
maternity hospital for wayward girls,
provided by the endowment of the late
E. Henry Wemme. It Is planned thai
the hospital shall be ready for occu
pancy in four months.
. Aftar months of searching for a
.Ultabla site, the board of directors
Vacantly bought the four-acre hillside
tract at the head of Thurman street
on which the two-story hospital will
ba erected. The building will nt he
alone Straight, conventional Hups, ns

are, but wtlr be the style of a large,
comfortable country home. It will
cost $36,000.
Tha grounds will be sufficiently
cleared of brush and trees to allow
room for the work of a 1 ..dscnpe art
ist, but the natural environment will
be preserved as much as possible.
Wo Charges Made,
The hospital will be maintained free
"Of charge, without discrimination as to
race or creed, from the Income of
half of the estate of the Lite V.. llrnrv
Wemme, appraised nt $350,000, left
for that purpose. The Income from
the estate amounts to about $2000 a
month. The hoard of directors was
.empowered with authority to borrow
by mortgage on the property to the
amount of $75,000, but on account of
the present flnsnclnl market only $50.
000 whs borrowed.
The board of directors, for msny
years Associates and friends of the
donor, will have full nuthority in the
affairs of the Institution for three
years, after which period the hospital
will he turned over to the Christian
Science church In the form of a trust.

ors Is J. J. Cole, Miss Jessie Carson
. and Henry W. Wels.
Tirst Section Settled.
The first section of the will for the
disposal of the Wemme estate has been
settled by the directors. One half of
the estate was divider into 100 shares,
20 of which were left to each of four
brothers and sisters, while the remain
ing 20 shares were divided among dis
tant relatives and friends. Over $2'.,
000 has been sent to heirs In Oermanv.
With that portion of the est;ite nt
tended to. the directors were to utilize
the Income of three pieces of property
for the proposed institute. The prop
erty consists of one-half of a bloek
at Broadwav and Burtiside street, oc
cupied by the Keats Automobile mm
Tany: a lot 120 )V 100 where the
Hlrsch-Wels Manufacturing company
la situated, and the ground and build
in ; occupied by the Mollne Plow com
pany at Fnlon avenue and Hast Flan
ders street.
The Institute Is to he maintained
perpetually by the Income of the
property, under absolute power of the
trustees of the estate.
To Nami Director.
Within the next few months promi
nent physicians will be appointed to
aerve on a board as directors of the
medical side of the Institute.
The will of K Henry Wemme also
provided that the Barlow toll foad to
Mount Hood, built at a cost of $25.
000, which Mr. Wemme Intended to
hard-surface In time, should go to
George Joseph, his attorney. Knowing
that Mr. Wemme had offered It to the
United States government free, pro
vided that U should be maintained In
good shape. Mr. Joseph has recently
made a similar offer, which Is now
under consideration by the govern

Two Worthless Checks Here
M. Orabfelder is under arrest at EI
Paso, Texas, according to telegraphic
e.ovicea received from the El Paso of
fice of the Thlel Detective Agency by
F B. Sutton, local manager, last
nlpht. Orabfelder Is accused by tho
defectives of ensiling checks here just
F rior 'o leaving for Texas, and It was
through the efforts of the Portland
office that he. was apprehended
Sutton charpep that Orabfelder, un
der aliases of 'lolcjblatt, Llndy, Gordon
and Golsenburg, represented himself
aa a traveling salesman and worked
at the hotels, traveling and dressing
well, and always cashing checks for
$100 Or more.
He arrived at the Benson hotel on
August 2, Sutton charges, and regis
tered under the name of Orabfelder.
He cashed a check on August 3 for
$100 on the blank of the Chicago Mop
& Polish company, drawn on the Con
tinental Commercial Bank of Chicago
and left the same day, Sutton alleges.
Two days later, Sutton charges, he
returned und registered at the Port
land under the name of M. Oelsenburg,
cashing a check foV $100 there and
leaving the same day for El Paao. ll
was traced by his baggage and the
arrest in Kl Taso was the result.
Orabfelder cashes checks on The
Cil.v Tailors of Chicago as well as
tiie Chicago Mop & Polish company,
and Is wanted by the U. S. Grant hotel
in San UleKo, Alexandria hotel in Los
Angeles and the Hacramento hotel In
Sacramento, Sutton asserts.

State Parole Officer Keller Aecelvee
Word That Man Wh0 Broke Oregon
Prison Had Trouble in East.
fialem, Or., Aug. 15. State Parole
Officer Keller received word from the
metropolitan police of Kansas City,
Mo., today that K. J. Clark, an inmate
of the Oregon prison, was convicted
of grand larceny in April, 1913, and
was pai-oled from the bench, after be
ing sentenced to serve two yeaia in
the penitentiary.
Efforts have been recently made to
secure a pardon for Clark. He was
arrested several days ago In Spokane
and returned to the Oregon prison to
serve out a fccntence for obtaining
money under false pretenses. He es
caped after being made a trusty at the
Institution here, and nothing was
heard from him until he was caught
In Spokane.
If he should be pardoned In Oregon,
he would be returned to Missouri to
face a charge of violating the terms
of his parole there.

Floyd Smith, chief pilot of the Glenn
Martin aeroplane school here, prepared i
fcr his departure for San Francisco to
day, where he will attempt a non-stop '
flight to San Diego via the overland
route.
Smith will pilot one of Martin's
newest 125 horsepower "all Califor- :
nia" war planes ln the flight.
The motor of the crait was de
signed and built by a San Francisco
manufacturer, while the piano was
constructed ln Los Angeles without
importation of materials from tho
east.
leaving San Francisco, Smith will
follow the same route taken by Silas
Christofferson in a flight which con
sumed a number of days some time
ago. Smith is tho holder of a number
of altitude records for hydroaero
trail.

California has no epidemic of infan
tile paralysis. " (

state board of health show that up to
date the number of cases Is slightly
below normal. Here are the figures
for the last five years:
1912, 516 cases; 1913, 92 cases; 1914,'
56 cases; 191&, 62 cases. From Janu
ary to July, 1916, 31 cases have been
reported.

Had Apparently Attempted to Water

Roseburg, Or., Aug. 15. Charles
Thornton, aged 22 years, son of J.
' J. Thornton, a pioneer resident, was
drowned this morning in the South
' Umpqua river, about two miles west
of Roeeburg. He had driven to the
river to haul gravel, and apparently
tried to water his team while hitched
to the wagon. The team was also
drowned.
i Thornton graduated from Roseburg
high, school In 1916. He was married
two months ago.
