Tha pending party conventions make It necessary that something; be done. ' Whether they supply the real existing need only time will demonstrate. Like the proverbial pudding- the proof la la the eating. The measures passed both houses with votes to spare. How they will be wel comed by the general public remains to be seen. Bankers are divided into three camps concerning them. Some don't be lieve there is any need for a rural credit system atalL It Is the belief of this class that the' farmer Is no more entitled to government help than Is any other line o business. There is another class of bankers who, while not opposed to a rural credit system, believe the measures -which have been pending before congress are too elab orate in their machinery and artifi cially attempt to drive down interest rates to a common level of 6 per cent per -annum, no matter in what part of the country the land banks may oper ate. Thla class sees disaster for the proposed system. There Is a third class of banker who believe that a system of rural credits is a logical an swer to a growing demand, that it will bo necessary for banks and all agen cies dealing in loans to adjust them selves to tbe new situation, and they will make the best of it. The psychological effect of the pas sage of this legislation will be to en hance the value of the land of every undeveloped section of the country and to- make possible much development that is now In abeyance or actually im possible nder existing loaning ar rangements. It is very close to altru ism that the development of land can not be hastened. The ccst of develop ment is large at tha beginning as wall ai unremunerative. The expense can only be absorbed in a long series of years. "Principal Pastures of Credits BUl The purpose of the bill is to provide loan to farmers of from 6 to 88 years' maturity with Interest not to exceed 6 per cent to the borrower. It may be done by the organisation of cooperative associations, to be known aa National Farm Loan associations. The members make loans to themselves and scrutin ize the security. A system of federal land banks is, also authorised to ac complish the same. end. They are to have governmental assistance, have a capitalisation of not less than $500, OO, be controlled by a board of three mem bers appointed by the president with salaries of $10,000. a year. The two measures do not agree upon tha secur ity that may be offered. The senate measure permits but 60 per cent of the value of the land. The house measure allows 60 per cent of the land and 20 per cent of the permanent and insured improvements. In both instances the loans made may be the basis of bond Issues which are to yield a profit to the organizations Issuing them.
