' That the taxpayers of Klickitat
county. Washington,- are not setting
their money's worth or anything like
it In highway improvement, la brought
out by E. D. Cowan in the Spokane
Spokesman-Review. Mr. Owen exam
ined the Klickitat county records- at
the instance of Samuel Hill and found
a condition of affairs which is gen
eral in the counties of Washington.
-Accounting methods are lax, tools and
machinery unlnventoried, there - are
politics in road districting, misman
agement of funds and general ineffi
ciency. . - , ...
.'In five years It has cost the tax
payers of Klickitat county $60,000 to
supervise road building and repairing
and Ihls k charge does not include any
outlay for engineering.
Of the entire amount of money
spent during the period for labor,
teams and supervision on -the county
roads. 14.34 per cent has gone into
the per diem of supervisors.. Put
into another form of illustration, for
every $5.87 expended in construction
and maintenance another dollar has
been paid for "keeping an eye" on the
Job.
Fw Become Prosperous.
In several districts the expenditures
for labor, teams and supervision have
been promotive of the prosperity of
a. few families. Last year in one dis
trict a father and six sons drew 43
per cent of the total district fund and
nearly $800 besides from the county
road and, bridge fundi One supervisor
averaged payment from the two funds
of more than $100 a month for nine
months of the' year. I
In five years-the expenditure, on la
bor,, teams and supervision from the
road and bridge district funds has ag
gregated $343.500. of which over $50,
000, or 15 per cent, was spent in su
pervision. t ,
The average annual ratio of outlay
on labor and teams to each dollar ex
pended for supervision was $5.87.

'have been "pork barreled" out among
the districts and have no inventoried

On one of the spring days the call
became irresistible to A. C. Stevens,
manager of the - local branch of the
Wlnton company, a.nd H. -15. ' Orlffith,
and they took the new Wlnton out for
a spin over ths surrounding roads last
week. -
The Tualatin valley, with miles of
orchard land, all In the heaviest bloom,
presents a sight that rivals the fa
mous Santa Clara valley, which Call
fornians claim is the most' beautiful
place in the world ' '
The pretty patches of -white and pink
clinging like clouds to the side of the
bills, present a sight that certainly
has a lot to do with the motor spirit

throughout the Tualatin country firm
and dry; with a few rough spots, but
fair driving for any car, W -
Signs of the awakening of the coun
try's greatest vacation land Is every
where. On the way out over - these
roads hundreds of machines, each
laden with a fragrant load of flowering
shrub, meet you, and offer further In
centive to gets out and travel.
Groups of three and four taking the
pleasures on foot are still met, but in
this daAof motor cars and good roads
the stroller has almost disappeared.
To ' take such a trip In the smooth
luxury of a cr like the big Winton
and float through 'miles of perfumed
countryside makes It no wonder that
people of Oregon today are buying
more cars than they have in many
years. -
GOOD ROADS NEWS NOTES
IN THE OREGON COUNTRY
Will Wot Vote on Bonds. Owing to
ft-ilure to secure the necessary ; num
ber of signatures a good road bond is
sue of $700,000 will not be voted-on in
Lane county at the liay primary elec
tion. The same condition exists in
Gilliam county where an issue of $195,-

Will Build Road to Bailroadv In re
sponse to a petition of the people of
Gardiner the Douglas county court has
authorized the construction of a wagon
road from; Gardiner to the Junction of
the TJmpqua river and Willamette Pa
cific railroad. The estimated cost of
the road is $11000. At present ; the
of public money, which means waste people of Gardiner are almost isolated

- Toledo, Ohio, April 15. -In the three
months ended March 31, the Willys
Overland Co. manufactured and shipped
a total i f 47,465 cars, a new' high rec
ord. This total comes within 1000
cars of equaling the entire yearly out
put of 1914. Output In March was
J9.780, compared with 7005 in March,
1915. a gain of 12,775.

the rebuilding of the wagon road be
tween Mapleton and Acme, which was
destroyed 'by the railroad company-in

Lane county has referred the matter
to the state public ,. service commis
sion, It is afttged in the petition filed
with the commission that the railroad
company agreed to. rebuild the road.

Want Bridge Built. The Tale Com
mercial club is enlisting support In
behalf of ; a bridge across the north
fork of Lewis ilver in order to shorten
the distance between Tale and Van
couver and Portland. The route, It is
claimed, would be a direct one to
Mount St. Helens.
Criticism Well Grounded. It will
be recalled that when the state high
way commission appropriated $10,000
for Crook, county to be expended this
year there was some criticism from
the fact that provision was to be made
for -experimenting with volcanlo ash
as material for surfacing roads. That
this criticism was justified is proven
by the report of Professor Graf of the
Oregon Agricultural college to the ef
fect that the use M the substance In
macadam, bituminous or concrete sur
faces is not practicable, as it has no

Town ' and County Compromise. A
compromise has been reached, between
the city of Roseburg and the Douglas
county commissioners 1 relative to the
$14,000 road . fund raised within the
Roseburg district. Seventy per cent
of the amount will be expended on two
bridges within the city. i ; '
j Grant to Survey BUghway. The
county commissioners of Grant county
have appropriated 3000 for th sur
vey of the- proposed John Day high
way through the county. The survey
is to-be made, by the state highway
department. : -

The present status of affairs In the
freight car situation have opened up
many unthought of trade routes. One
of them Is brought to light by the
latest shipment of Buicks which were
destined for San Francisco.
These were .shipped by Great North
ern and were to pass through Port
land, to Flavel, there to be. reloaded
on board ship and sent to Sah Fran
cisco in that fashion.
That would have been all right had
not the northwest been so greedy in
the matter of getting hold of -Buicks.
Portland has been sold out for two
weeks and every car load that comes
in is delivered almost from the load
ing platform at the depot.
This trainload, which was destined
for San Francisco, has been stopped
and so 20 carloads will be distributed
through the Oregon -territory? In the
next week-or so. ....".:

thinks there will never be a time this
summer when the dealers will' be able
to get ahead of their orders. In a
letter which he received from the
railroads is disclosed the company's
effort to help the traffic- situation. '
Freight demurrage for standing cars
has beei doubled where cars are kept
longer than seems necessary, to ' un
load them. Also where the dealer un-,
louds in shorter time '- than he is al
lowed he Is given, credit of $1 per
car per day for-his speedy, work.

. Stanislaus county. California.; is plan
ning to expend $1,500,000 on a perma
nent system of good roads embrac
ing a, mileage of nearly 160 miles.
