The report of the action ef the Northwestern National bank is the record of a movement that has been stimulated by the federal legislative council of the American Bankers' as sociation. R, W. Schmeer, cashier of the United States National bank, is a member of this council, and in each state is one banker who is a member of the federal legislation committee pf the national association. This lat ter body seeks to carry out the pro grams laid out by the legislative council. Mr. Schmeer this mornig . received word from Washington that the bill fathered by the American Bankers as sociation and Introduced in the senate by Senator Kern, had passed the senate. It will permit directors of national banks to serve on the direc torates of two other banks subject to the approval of the federal reserve board.
