INSURANCE TRADING
EXCEPT. FOR MONEY
All Agents Warned of Law
Against Exchanging for
Merchandise.
Salem, Or., Nov. 4. Stirred to action
by complaint from several place in
the state that Insurance agents have
been trading policies for clothing and
merchandise, and In tome instances
have failed to forward cash to the com
pany, the result being the cancellation
Wells today Issued a bulletin calling
attention to the lam-, which provides
that all Insurance and Indemnity con
tracts must be issued for a cash con
sideration, and agents are not author
ised to accept anything but cash in
payment of premiums.
"The acceptance by such agents or
proposal or agreement to accept mer
chandise or any other trade consider
ation or exchange, other than cash, in
not considered a legal transaction,''
Wells declared in the bulletin.
Wella also held that agents 0,f insur
ance companies may exchange or place
business -with other axents, but the
agents a-cceotlng auch brokerage busi
ness become liable for the premium on
all auch policies Issued by or through
his agency.
This ruling wis due in part to an
effort of an insurant's company to
cancel a policy placed with its agent,
the agent of another company acting
as broker, the latter agent falling to
turn over $42 collected from a widow.
Wella held that the company could not
cancel the Insurance, and th.it the
agent who wrote the policy was re
sponsible to his company for the money
and must look to the aent who
brought him the business for the
amount. The latter has gone to an
other state.

The parliament's course probably
foreshadows Greece's Joining the al
lies In the Balkan campaign.
The question of a vote of confi
dence was raised Wednesday In con
nection with the debate over military
proposals. Former Premier Venlzelos
suggested the vote. Cast today, It
resulted 147 against and 114 for the
mlnlntry with three members not
voting.
It was known from the moment of
Zaimia' appointment as Venlielos' suc
cessor that Venliselos could overthrow
hlrn as soon as the legislative body
and the nation grew sufficiently dis
satisfied with the Zaimls poMclea.
Zaimls is not a "peace at any price"
man, but he takes the view that Greece
should not enter the war at present.
He also denies that the Serbian treaty
requires. Greece to come to Serbia's aid
against the Bulgarians under existing
conditions.
An opposite interpretation is placed
on the treaty by ttie Serbs and the
allies.
The specific act on which King Con
stantlne Is said to have sought Venl
selos resignation was the permission
Venlielos was understood to have given
the allies to land at Greek ports and
to cross Greek territory to Serbia.

lowing announcement was made from
the Greek legation here today:
"A resolution 'expressing confidence
in the government was voted down by

tary law.
"It is considered that a military
crisis Is imminent in Greece."
An Inspired message from Athens
says Greece will take up arms against
Bulgaria only if she finds herself
threatened by the latter. If she fights,
