An effort will be made by pity
School Superintendent L. R. Alder
man to reach and teach all the adult
white Illiterates In Portland. ' He is
toing to broaden the work of the
public schools in this direction. If
possible. '
His decision to do this conies from
his attendance at the meeting of the
inland" Empire Teachers' association,
which was held at Spokane last week.
One of the speakers there was Cora
Wilson- Stewart, of. Rowan county,
Kentucky. She is the originator of
the moonlight schools for adult Illit
erates. . When she was county superintend
ent she learned that her county had
a greater Illiterate population than
almost any other county in the
country. fcihe established the moon
light schools. Then she met with
difficulty in finding and getting in
touch with the illiterates. She asked
the . census bureau for the census re
ports, showing the names of the il
literates. These were denied her.
Khe appealed to her congressman.
Then she appealed to the Kentucky
United States senators, and they too
were unable to get the reports for
her. Final Iv aha annealed to Presi
dent Taft and he issued an order to
the census bureau to supply her with
the reports. Since then she has been
doing a great work.
Superintendent Alderman has al
ready written to the census bureau
for the reports on Multnomah county.
The last census showed 2882 adult il
literates in this county, and Oregon
10,000. This Is a very low percentage.
"i expect to work out a .plan for
teaching these illiterates," said Mr.
Alderman. "I want Portland to make
the best record for literacy of any
city In the United States when the
next census is taken."
Over 500 educators attended the
meeting' at Spokane. President Judd
of Chicago unfverslty was one" of the
main speakers.

The grand lodge of the A. O. U. W..
In convention at the Multnomah hotel,
made two great changes in its consti
tution; The one that is the most
startling to the fraternal world is the
amendment admitting women to mem
bership. The A. O. U. W. in this state,
as well as In other jurisdictions, has
steadfastly turned a deaf ear to all
such proposals. Now Oregon, being
an independent Jurisdiction, takes a
step that Its delegates to the grand
lodge consider to be in accordance with
the times and for the future benefit
of the order. "It leaves the door
open," said J. M. Dixon, grand record
er, "for the unidn of the Degree of
Honor with the A. O, U. W. into one
lodge. There is no reason why in a
short time the two lodges should not
adjust their finances and risks and
march forward together. Oregon has
given women the ballot, and there is
nothing in the ritual -of the A. O. U.
W. that a woman need Hot know or
cannot hear repeated."
The other step at variance with the
Ideas of most fr.aternal orders is the
issuing of five, ten and twenty year
paid-up certificates. Hereafter, by the
payment of a certain sum for a term
of years, a member will then have no
more to pay as long as he lives and
his certificate remains in" force.

- The Degree of Honor last night ini
tiated a candidate in accordance with
.the most approved form of the ritual
by the team of the Salem lodge and
by Tabor lodge of Portland.
- Its sessions will continue today and
officers will be elected this afternoon.
Jack Smith Faces
Federal Complaint
Jack Smith, who was arrested .sev
eral days ago at Eugene as a suspect
in, connection with the robbery of a
boxcar at Albany, was turned over to
the federal authorities in Portland late
yesterday afternoon and will be given
a hearing before Commissioner Drake
Friday.
A complaint against him was filed
yesterday in the federal court based
on the fact that the car robbed was in
transit from one state to another,
which brings- the case under federal
Jurisdiction.
.Earl and Otto Barber, brothers, are
under arrest at Eugene on the same
charge. The evidence against them is
said-to be circumstantial. Smith was
brought to Portland by Detective Mc
Ehane of the Southern Pacific.

Although there has been a decline in
receipts of the Portland postof flee for
the quarter ending March 31, it is ap
parently more than offset by the in
creased receipts of smaller offices
throughout the state, according to an
announcement by- Postmaster Myers
today. .
Deposits - of the Portland postof f ice
to jthe credit of the postal service,
March 31, amounted to 1232,582.65,
against 3199,342.18 for the first quar
ter of 1914. This shows a riet gain to
the credit of the postoffice department

Five thousand entry cards for the
city beautiful contest have been issued,
by tha city beautiful committee of the
Rose Festival association, of which
Julius Meier is chairman. Tha cards

More than $3100 will be distributed
In prizes by the committee. There are
classes for residences, business places
and vacant lots.
The committee, hopes to have 10,000
entries in a few weeks.
