, Of tOll. -!";.,'' ' , " '.-J' :. r . A" .,;..
While .the. law Of two yeara aeo pro-
vlded. that tho structure may be en
ducted as-a toll bridge, no provision
was mad as to who should collect
the tolls or what should be done witn
the money thnia collected. - ' '
Clyd B.. Altchlson, member of the
railroad comftilaslOn, pointed out the
conflict tn authority over the bridge
as conferred by the two laws enacted
by the lastj legislature. These are
chapters 146 and 379 of the 1913 ses
sion laws. One chapter gives a com
mission consisting of the' governor ami
the county commissioners authority to
construct, maintain and provide for
the 'operation of the bridge, while the
" other chapter says, after the bridge s
- completed It! shall be junder.the con
trol of the state rallrOad commission.
J Mr. . Altchlson presented an amend
ment to thai law to place the entire
: control . of. this bridge in the hands of
' the governor and the county commis
sion. He explained that the railroad
i commission had no objection to taking
: control of the bridge, -but If It did so
it waa not proper for the other com
' mission to make all the contracta and
arrangements for the operation of tho
bridge. i . .
Urn pointed out that the law Is state
i wide In Its application and that Uraa
. : ttlla, Malheuror some other county on
the border might want to constru9t
an Interstate' bridge under Us provi
sions, and a they are considerable dis
tance from the seat of the railroad
commission he thought It would 4e
better perhaps to give the control to
V tha governor and tha county commis-
ton. . . "
Senator Moser said he feared there
would be opposition to the .measure
from ; membera from other 'counties
since tho state Is obligated to pay the
Interest on the Interstate bridge bonds.
