everything possible to please its customers.
"Itegtilntion of public utilities can
not accomplish what competition can,
ror take Its - place. Regulation is
something nulto remote from the
conduct of those affected. If two
companies nro engaged In, competition
they will display an energy In giving
service that no amount of regulation
will bring about.
rtegulation. in the minds of the
managers. Is something away orr,
something which they may escape,
something that Is slow to move. Per
haps It may be six months after com
plaint Is made before action will be
had, and that is a long time to wait
for relief. Regulation never so
prompt and efficient as" competition.
'This is true whether tho service
spoken of Is electric light, power or
telephones. ',... ,.
"Whenever there is no need for com
petition, th business ought to be
owned by the public. Private monop
oly la Intolerable and Indefensible.
"At the same time public ownersnip
should not exceed the necessity for It.
It Is no psrt of the government's duty
to pngaere in business except where
by so doing it may cure abuse In the
private administration of" business or
give' more efficient service than can
be given by private interests. But
first of, all the opportunity to do Busi
ness should come to individuals.
"I am not fiertain that public owner
ship would result in more efficient ad
ministration of light ami "power or
telephone service. t believe that If
there is ever but one telephone sys
tem In the country It will be publicly
owned.
"Thi history of the- telephone fur
nishes a startling Illustration of the
value of competition not only in'. Im
proved service to the public but In
benefit to the companies themselves.
'Until' the fundamental Bell patents
expired there was no improvement to
'apeak of In the telephone. t was only

troduced that Improvements were
made. Independent competition, as a
matter of fact, was Introduced as a
protest against the service that was
then being given. One had to wait a
minute or two after' taking down the
receiver before the' call--would be an
swered, and then the wrong number
would probably' be rung due to the
lacc of efficiency In the central bu
reau. That bad service had Its pro
test in the form of competition whs
admltti-d by an official of the Hell tel
ephone organ i-zaTfim In giving testi
mony. He. however, made the point
that the Bell people had learned". their
lesson, had realized the necessity of
rendering good service and would
never be guilty of poor service again.
"The man who sees two telephones
on his desk will perhaps say that
there should only be one. When he
gets two. telephone bills at the end of
the mouth he Is apt to say even more
emphatically there should only be one.
He sees only telephones and bills; the
element of service does not enter Into
his calculations. He does not realize
that If he had never had but the one
lie would probubly still be using a
vall telephone, submitting to delays
and annoyances, with a limited num
ber of people whom he could reach by
telephone. All the important improve
ments n the telephone have been
made since competition was Intro
duced. They organise the best plants,
they employ the most efficient man
agers, they demand the very best of
sen-Ice, and the number; of telephone
users has been multiplied into the
million. To permit the elimination
of competition would be dangerous.
