treaty between the United States and
Colombia, by which it la proposed to
pay Colombia $25,000,000 in settlement
for that country's claim to the canal

In a letter to Senator Stone of Mis
souri, chairman of the committee.
Roosevelt said:
"If there la any Intention on the part
of your committee to act favorably on
the proposed treaty with Colombia, by
which we are to pay Colombia $25,000,
000 and express regret for action taken
In the past, X respectfully request that
1 be heard thereon.

negotiations were in progress with Co
lombia, ' and later with Panama,
by which we acquired the right to
build tbe Panama canal.
"Every act of this government In
