4J He has been trained for the office, and, judged by any stand
ard of experience, ability, moral character and all-around quali

he has mastered.
1 He served six years under three administrations in the office
of Chief of Police of Portland.
J He served years as chief field deputy in the Sheriff's office
under Robert L. Stevens, leaving an enviable record in both
places.
tj He further equipped himself for the office he seeks by a course
at the University of Oregon Law School, being admitted to the
bar in 1906.
3 He is pledged to a flat salary without extra emoluments.
IHe had the moral courage to decline to make his nomination
certain, unanimous and inexpensive when he refused to use the
patronage of the office in payment for promised freedom from
opposition.
J For these reasons, the support of all friends of good govern

the office they seek, is respectfully solicited.

In making the foregoing indorsements we have refrained from mentioning candi
dates where the number of candidates is less than the number of vacancies, or where
there is only one candidate for an office. We have also refrained from making rec
ommendations for many offices for the reason that we were unable to obtain sufficient
information in regard to the candidates for such offices.
We have endeavored to recommend candidates who appeared, after investigation,
to be the ones BEST QUALIFIED to fill such offices. Our failure to recommend
any candidate does not imply any reflection on his integrity or standing.
