This was the edict of the city council this morning follow-j ing Commissioner Daly's announcement i that the owners had ret used to com ply with their agreement with the city to remove the tracks within a certain bpecified time. More than a year ago the commis sion men were given a short extension of time in which to remove the ob structions from the street, but th3 tracks still remained. The city will now remove the tracks and the costs will ha assessed against the owners. TO INITIATE EFFICIENCY PLAN I New Rule to Re Applied in the Fire Department. Although several, complaints have been made relative to tlie efficiency i svstem for the members of the fire t department, the new system will go, into effect within a short, time.
