The sentiment of the officials seems to be that if the shippers desire the vessel reports they can pay the toll of four cont.t a word which the government is paying for Its weather reports. It Is estimated that to lay a new Cable across the bay in about the name location aa that occupied by the signal corps cable would entail an expense uf approximately $20,000 and the woather bureau at the present time lias not firWs available for thU purpose. How ever, if they do not get any other means of handling the business, they would be willing to lay a new cable as soon as funds are available. Greeted by the entire population of Port Orford as the first vessel of her draft to ever enter that harbor, the ateamer Northland, Captain Bodge, moored at the little wharf there to load 1700 ties for Astoria while on her way tip tha coast from Han Francisco. In the brief presented to Governor West It stated that the principal griev ance of the resigned commissioners against Mr. Kinney Is due to a few of his personal Idiosyncrasies. ' The brief admits that at times Mr. Kinney's zeal may have gotten on the nerves of his fellow commissioners but at the same time asserts that his charges and com plaints should have received the con sideration of the members of the com mission and been Investigated. Mr. Kinney denies any grounds for charges against him in the KORUe River fish tux affair and reiterates the rharge that the Bonneville hatchery has been mismanaged, one of the original bones of contention between Mr. Kinney and his fellow commissioners. It has been asserted by Kinney that the small fish at the Bonneville hatchery have been starved. This assertion Is based on the . comparative rate of gain in weight be tween the fish at the Clatskanie and Bonneville hatcheries. The Bonneville fish for some reason, ; not yet determined, gained only about a , quarter as much as the Clatskanie fish during a similar period of time. Mr. Kinney contended that the fish were not fed properly and that the ponds at Bon-, nevllle were overcrowded. Much of the trouble In the fish commission has been due to Kinney's repeated Insistence in bringing that matter up before, the com-; mission after It had been disposed of, as business. It Is in this contingency that Mr. Kinney's indignation and zeal are said to have gotten the better ofi his temper, and as the brief expresses It, "gotten on the nerves" of his fellow, commissioners.
