treatments are useless In such cases,
for they leave the source of the trouble,
the acid, in the stomach, as-dangerous
.as ever.. The acid must be neutralised,
and its formation prevented, 1 and the
best thing for thia . purpose Is a tea
spoonful of bisurated magnesia, a simple
' ant-acid, taken In a little warm or cold
water after eating, which not only
neutralises the -acid, but also prevents
the fermentation from which acidity

cause greatest distress may be eaten
with Impunity if the meal Is followed
with a little bisurated magnesia, . which

Salem, Or., Oct SO -With adequate
laws for regulation of both service and
prices of publlo utilities, the etata rail

Itself In opposition t competing publlo

"It is now coming to he recognised
that competiUon cannot la all Instances

that one " company properly . regulated
and administered can generally give
better and cheaper service than two,"
says Chairman Frank J. Miller of tbe

representing men who desire to secure
a franchise for an electrlo light and
power servlae In Tillamook to be con
ducted in competition with th present
system. - r , . :-x;..
"It Is a waste of capital and a disad
vantage to a city to v have two sets of
telephone or electrlo light wires ana
poles incumbering the streets when one
can-be made to serve the same purpose.
Most ' utilities . are natural monopolies,
and the highest efficiency end the low
est rates are only possible when each
one has the entire business of a given
city or territory. Now that we have the
right and duty to regulate all public
service corporations, the ill. effects of
monopoly may be escaped and at the

economy and efficiency real lied." .

this action was taken on account of the
liability resting in the superintendent
of th asylum in case a paroled patient
committed any damage. .Tbe action of
the board was taken after the superin
tendent of one of the asylums In Wash-ins-ton
was sued fov aamages and ' ' a
judgment of f SOOO obtained against him
for acts perrorinea by a paroiea patient
It has been customary to parole pa
tients when they were practically cured
In order to save time and expense in re
turning the patients to the asylum In
case their mental disorder- did reappear
An attendant could go after a paroled
patient at any time, while It is neces
sary to recommit a person who has once
been discharged from the institution.
