INCREASE IN TARIFF
WOULD KILL EXPORT
OF LUMBER TO CHILE
Considerable Anxiety Exists
Lest Southern Republic Put
Up Duty on Forest Products
Should a proposed raise in the tariff
on lumber into Chilean ports take,
place,. It will effectually kill the lumber
trade between Oregoiv California ami
Washington ports and that country, Is
the belief of local shippers. It is un
derstood on good authority that the
South American republic is contemplat
ing the protection of their own forest
products by raising the duty on lum
ber to tiO per, cent over the murket
value with the addition of one per
cent each year until the duty reaches
over 215 per cent.
Advices from Chile state that the pro
posed bill Is to come before the House
of Deputies (representatives) for ac
tion uod that the sentiment seems to
Ve in favor of It. The passing of the
act would mean the raising of the duty
on Oregon pine and fir from $6 a thou
sand feet to $23. 0 a thousand. ThU
move is said to be contemplatted be
cause of the lare tracts of .forest in
.Southern Chile, where a big amount of
rauli, a kind of hardwood used in con
struction, gtows in profusion.
However, the mutter has been taken
up ut Washington by .!. N. Teal, and an
el fort will b made to' have the bill
thrown out or amended when the House
of Ueputles convvenes again.
The next cessel due here to load for
the West Coast will be the schoooner
Commene. which is now out 78 days to
day from Adelaide. She will load at
Prcscott for Caleta Buena, taking out
about 900,000 feet of Oregon pine. The
schoooner W. II. Mareton la now In port
loading for Antofagasta. She will take
out about a million and a half feet on
her second voyage since going Into thai
trade.

went to Westport to load for Sydney
under charter td the American Trading
company.

Schooner Kaniar Is Taking On Cargo
Below Rainier.
For the first time in a long while the
new of a sailing vessel will be signed
here, as the sailors lor the schooner
Paniar will take oath at the local cus
tom house Monday. The Samar com
pleted her cargo at Prescott yesterday
with 905. .196 feet of lupiber. valued at
$19,057, for Callao. Captain At. F. Ras
niussen will take his wife and two chil
dren with him on the voyage.
Heretofore It has been the custom
for vessels loading nt points helow
Rainier to sign their crews at Astoria,
but now that Oregon Is all nr district
they are likely to bp signed here as at
the mouth of the Columbia. Tlie Samar
w ill sign a second mate and six
men.
SUBMERGED LAUNCH IS RAISED
Ktlnu Pulled Out of the River by
Patrol Boat.
Its stern barely showing above the
surface of the water, the launch Edna
wbh pulled out of the river near the
Alnsworth rloek by the harbor patrol
boat Elldor yesterday afternoon. The
launch and its engine were In good
condition although apparently sub
merged for several months.
Tne owner of the launch Is not known
and It Is thought at the harbor patrol
station that the Edna sunk during the
high water and was supposed to have
been stolen or to have drifted away.
When found the launch had her nose
poked Into the mud at the bottom of
the river and her stern was stading
almost straight up to the surface.
ALONG THE WATERFRONT
Bringing cheese and general freight,
the steamer "Sue II. Elmore arrived up
from Tillamook at 5 o'clock yesterday
,i fternoon.
llringlng general freight for both the
Arrow Line and the E. J. Dodge line,
the steuiner Arollne will be due to ar
rive Tuesday from San Francisco.
The gas steamer Tillamook, which
reached Astoria yesterday afternoon
from Bandon, is discharging 6000 Port
Orford cedar ties there for the 8. P. &
8. railroad. She will come up hero Mon
day to loud outward cargo.
Laden with 30o tons of general mer
chandise and 350 tons of asphalt, the
steamer Columbia arrived at Couch
street dock at 8 last night.

In Every Case Material Moved
Greater Than Required to
Cut Through Columbia Bar,
. -The great success of the Chinook In
deepening" the Columbia, river bar by
dredging has called attention to the
surprisingly large number of world
harbors that have been fitted for great
commerce by tlila means alone.
At the mouth of the Columbia hope
of deepening the channel to 40 feet
is based upon the Increased dredging
capacity that the war department la
expected to furnish and the scouring
action of the north and south Jetties.
The south jetty is complete. Work of
preparation to receive rock for the
north Jetty by February 1 Is well un
der way.
It is evident that the dredging of a.
narrow, ditch like channel across the
bar will net bo sufficient because the
sand and silt movement would soon
be sufficient to fill it up again, but
that dredging of heroic proportions to
cut the bar the width of an extensive
channel to a depth' below wave action
must be had.
For this reason the accumulation of
evidence filed with the chief of en
gineers of the war department show
ing why another dredge should be sent
to aid the Chinook by early spring and
ajill others be added as they are avail

"What the Chinook did. In 'the face
of previous discouraging efforts, was
to dredge a new channel over the bar
more than 600 feet wide, nearly a mile
long, to a minimum of 28 feet Iff depth
at low water.
But It is not alone the work of the
Chinook that shows what are the possi
bilities ofaViredging.
The bar channel of the Mereey river
at the port of Liverpool has been deep
ened from four to 30 feet at dead low
water, givlitg free entrance to the larg
est ships afloat. By this means com
merce that was handled by 15 ships
of 268 tons aggregate capacity In the
early days, has been Increased so that
the port of Liverpool is one of the
greatest and most Important In the
world.
The channel of the St. Lawrence has
been Increased from the sea to Mon
treal, n distance of H00 miles, by means
of dredging, from 10 to 30 feet.
The port of Antwerp in Belgium, one
of the greatest world harbors, Is de
pendent upon the continuous dredging
of a muddy stream which has a depth,
of 2i feet at low water.
Channel Literally Carved.
The city of Rotterdam has literally
carved a channel to the sea and by
means of It is rapidly overtaking Ant
werp in volume of shipping. Dredg
ers work all the time. Dredging is
deepening the, channel of Bremen
from 9 to 30 feet.
Hamburg, on the Elbe, the third city
In the world because of Its develop
ment of waterways and water trans
portation, is much llkePortland In dis
tance from the sea. The minimum depth
of channel Is 26 feet, made altogether
by dredging.
Even Durban of Natal, the British
colony In South Africa, furnished Port
land an example of value of dredg
ing. The channel at the harbor en
trance In 18811 averaged 6 feet and one
inch. By dredging, material amounting
to 11.386,955 tons, was removed from
the bar between 1884 and 1912 and the
channel deepened to 35 feet and 3
Inches.
Condition Are' Similar.
Reports indicate that conditions, at
the mouth of the river Mersey, port of
Liverpool, are similar 'to conditions at
the mouth of the Columbia in the mat
ter of storms, wave action and deposits.
Dredging was commenced there in 1890
us an experiment. The depth of chan
nel was then 11 feet.
At the end of the year 1909, 42.157,
290 ,tons of sand had been removed,
one big dredge after another had been
added, the cost was being repaid many
times in volume of commerce and at
the beginning of the year 1909 the
worlds' greatest dredge, the Leviathan,
was added at a cpst of $750,000.
Compare the 42,000,000 tons taken
from the Mersey bar, the 11,000,000
tons taken from the bar at the compara
tively'small port of Durban, with tho
comparatively small amount of 9.300,000
tons which the government estimates
can be removed from the Columbia
bar to get a 80 foot channel, and the
10.500,000 tons to get a 40 foot chan
nel. . Dredging Fayi.
In other words Portland Is In a po
sition to get u dettli of channel as
great as any river port In the world
with less removal of maternal than
other ports have already done to get
lesser depths. Yet these ports have
found that dredging has paid many
times.
Other ports mentioned have done
their great work to Qbtaln and main
tain commercial supremacy, yet their
supremacy was never so much ques
tioned or In such danger as the port
of Portland, which last year had $16,
000,000 of foreign commerce export,
compared with Seattle's $150,000,000,
although to reach the Seattle harbor a
mountain grade haul costing doublt
the water grade haul to Portland, is
necessary.
