Skepticism as to the success of the plan
is expressed in some quarters, where it

Secretary McAdoo of the treasury' de
partment baa announoed, with relation
to the Aldrich-Vreeland bill of May to,

committee. His measure seeks to extend
the Jurisdiction of the Interstate com
merce commission over intrastate rates

anti-trust suit at Chicago against the
Quaker Oats company.-' This company
controls 10 per cent of the oatmeal pro
ducts of tha country, and Is known as
th "oatmeal trust." The suit goes to

withheld until competitive conditions
are restored.
At the reunion of Iowa Civil war

According to an opinion rendered by
Attorney General McReynolds to the
treasury department at Washington, it
is not lawful under the national bank
act to consider suburbs as separate
places' from the eltles within whose
corporate boundaries they lie. In fu
ture, such suburbs will be unable to
organise small national banks with cap
ita! of 125,000 or 150,000, although it ts
not thought that existing charters will
ba disturbed. f

Mayor Hall of La Grande has given
formal notice to the chief of police that

First Five Months Amount

Or., June 12.--The total regis
tration of motor vehicles for this year
numbers 11,500, as against 1411 this
time last year.
During the first five months of this
year 11,048 motor vehiolea were regis
tered, and 933 chauffeurs.
The total fees for registration re
ceived by the automobile department of
the secretary of state's office during
this time amounted to 144,181, of which
$1866 was for chaffeurs' licenses,
1460.60 for transfer, duplicate number
plates, etc., and $41,141.50 for motor
vehicle registrations.

J. H. Lewis has returned from viewing
the Columbia river at Celilo Falls dur
ing high water, and expresses confi
dence that the harnessing of the Colum
bia at that point Is a feasible project,
He made arrangements to have measure
ments of the river taken during the
flood season. As soon aa the other
members of the commission authorised
by the last legislature to Investigate
the power possibilities at Celilo are ap
pointed the work will be taken up with
out any loss of time, according to the
expectations or the state engineer.
Holland Is In Seattle Jail.

: Salem, Or., June 12. Dr. Lee Stelner,
superintendent of the Oregon state hos
pital, received advices yesterday that
Lawrence Holland, the patient at the
institution who ' was slipped out of the
state by his parents, had been commit?
ted to the asylum by a judge in Seat
tie, and the officers were given 31
hours in which to return him to Oregon
In the meantime, however, Holland ap
pealed to the supreme court and the
judge committed him to the county jail
pending the appeal, which likely will
not be heard until the fall session of
court. An attendant from' the Oregon
asylum had gone to Seattle after him.

pany cannot deliver a package of liquor
at a station where it does not maintain
an agent who can keep full record of the
transaction as provided for in a law
enacted by the last legislature, accord
ing to an opinion of Attorney General
Crawford rendered to the state railroad
commission. T.ie question cam up on
a query from the Mount Hood railroad
company. The attorney general held
that an agent must be. there and make
a" record of the amount and kind of
liquor, name of t.ie person to whom
shipped, by whom delivered and to
whom delivered, and of the signature of
the true name of the consignee. This
record must be kept and be open to in.

Ella Wheeler Wilcox upheld the tango
and the turkey trot as graceful dances,
and declared her' intention to write a
poem about them. She said that sim
ilar dances . she saw in London, about
which people had grown "simply wild,"
were copies of the American article.
During the month of May more than
1,500,000 cubic yards of earth was re
moved from the two entrances f the
Panama canal, breaking, the record for
dredging operations. . .

Up foyer Town Excursion May
Be Possible if Canal at
Celilo Is Done.

Kennewlck. Wash., June 13. "From
Kennewlck to San Francisco and return,
all the way by boat" is the slogan of
tha Kennewlck Commercial club In a
campaign which contemplates a steam
er excursion direct from this city to the
Panama-Paclfle Exposition In 1916,
whea a committee was appointed to
get Into correspondence with the steam
boat companies which operate from San
Franoisco to Portland.
When the locks at Celilo are com
pleted it will b possible for steamers
that can enter the mouth or tne river
at low water to navigate direct to
Kennewlck during the season of high
water, and If the plana of the club
materialise, the voyage will be timed
for June or July of 1315 when the river
is at its highest
Quantities of freight now find their
way from San Franoisco to thla section
by4 steamer, via Portland, and to make
the excursion financially feasible, a
campaign will be conducted months
afread of the sailing date to book orders
for shipments from San Francisco for
distribution at Kennewlck. At the same
time passenger reservations will be
made and shipments of flour and (Tain
solicited to give the steamer a cargo and
a full passenger list on its trip down.
Prominent shippers and navigators of
this olty have given considerable thought
to the plan and pronounce it entirely
feasible. If, however. It later develops
that it is Impracticable to bring an
ocean going vessel Into this harbor, tha
excursion will be carried out with a
transfer from a river steamer to ocean
craft at either Astoria or Portland.
TRAINL0AD OF CAYUSES
IS SHIPPED FROM CONDON

Condon. Or., June 12. -Thirteen cars,
containing 362 head of gorges, were
shipped from tbe local yards Tuesday,
consigned to St. Louis, Mo. A few of
these horses were purchased in this
county, but most of them came from
the ranges of Wheeler county. They
were bought and shipped by Currie
Dougherty, and consigned to the same
firm. Dr. L. L. Taylor gave them a
physical examination, but being all un
broken range horses, it was not neces
sary to give them any test They will
go into quarantine at Miles City, Mont,
and will there be thoroughly inspected.
The average price paid is said to have
been 130 per head and thfs makes the
train load worth over 310,000.
Weed Issue Annoys Farmers.

Condorl, Or.. June 12. The farmers In
this' vicinity are making an' effort to
sesufenorcement of the law pertain
ing fo the obnoxious weeds, such as
Russian and Canada thistles, Jim Hill
mustard and the silver salt bush. Every
year the farmers make this move and
in one or two instances the county court
has promised to enforce this law, but
nothing has, ever been done. Many
farmers try' to keep their lands free
from these destroyers, but It is impos
sible to secure any lasting results with
out the concerted action of the farmers
together with the help of the road su
pervisors.'" "

John Flynn, 70 years old, who was a
sailor on board the first Monitor when
she fought the Confederate Ironclad
Merrimac, and afterward ran the block
ade at New Orleans with Farragut Is
dead here today at his. home. Flynn
renewed the sea after the war as a
maater until he came here 20 years ago.

highway board has gone formally on
record of the highway oommiasloner aaJ
his assistants this year prepare all
plans and complete all tha necessary
surveys lor every road authorized by
tbe last legislature. Money for con
struction of all the highways will not
be available for use this year, but by
having the plans prepared and surveys
made now It is expected next spring
when the taxes are paid and tbe money
is available there will be no delay in
letting contracts and cleaning up every
bit of work the legislature authorised.
Governor Lister reported that as a re
sult of his investigations at Walla Walla
he finds convicts from the prison will
not bs available - for road work until
August 10, ss they will bs needed until
then in the Jute mill, manufacturing
