Many , Treasurers Are Writing

Salem, Or., March 27, What are the
county treasurers going to do about the
discrepancy in the rate of interest fixed
in the law passed by the last , legisla
ture and providing that they shall loan
county funds to banks? '
Secretary of State Ben W, Olcott is
receiving letters from county treasurers
about the matter. Section 2 of the law
says that the treasurers shall charge
the banks 2 per cent Interest per an
num, while in the bond as outlined in
section 8 the rate of Interest Is fixed
at 1 per cent.
k. Ala ' O. Moaier, treasurer of Grant
county, and John Frawley, treasurer of
Union county, have asked the secretary
of state for Information. Moaier said
he presumed the legislature meant to
make the rate 2 per cent, and in the
ptlfited copies of the law he sent out to
the banks he corrected the l'per cent to
read 2 per cent.
' A Salt-in banker has also pointed out
that section 1 of the act requires that
the county treasurers shall designate !
the banks which are eligible county '
depositaries on June 1 of each year.
Owing to tne holdover session of the
legislature, the law will not go Into ef
fect until June 8. This banker wants to
know whether this section will prevent
the law from becoming operative this
year, r He has asked the attorney gen
eral for an opinion.
MRS. LYDIA LIVESAY
BURIED AT W00DBURN

Woodburn, Or!, March 27. The fu
neral of Mrs. Lydia Livesey was held
here Tuesday, Rev. W. S. Gordon offi
ciating. Mrs. Livesey was born in Moultrie
county, Illinois, June 2, 1832, and died
at the home of her only daughter in this
city, March 23, at the age of nearly SI
years.
She was married to Robert C. Livesay
In 1851, moved to Labette county, Kan
sas in 1869, and to Oregon in 1879,
where she resided near Oregon City un
til after the death of her husband In
1892. Since then she has resided with
her daughter, Mrs. S. E. Woods of this j
city. ,
Her four surviving children are D.
S. Livesay, Thomas Livesay and Mrs.
S. E. Woods of this city and Charles R. t
Livesay of Oregon City.

bill passed by the last legislature which
will hold up operation of the bill until
the next general elections, if enough
signatures are secured, may be. filed
with the secretary of state any time up
to April 11, when tho bills passed by
the last session are to go Into effect.
Among the Important measures which
thus may be subject to the referendum
are the so-called, "pork barrel" appro
priation bill for state roads, carrying
proposed expenditures of 11,613,300; the
bill passed over the governor's veto car
rying $300,000 for rebuilding the Cheney
Normal school, the $76,000 appropria
tion for a North Yakima armory, and
the new road levy, over which there
was so much debate.

it until he arrived in Eugene: He looked
and acted very much like an ignorant
Italian, and the police, of San Francisco
declared it Impossible for him to bo any
thing. else than what ha appeared.
After a bath, a shave and a change
of clothing in jail here, he looks as he
did when he was in Eugene before and
posed as a millionaire's son, passing a
worthies check. .

of not guilty has been returned by the
Jury after hours of deliberation In the
case of J.. B. Jarroin, charged with at
tempting to bribe Commissioner R. A.
Riffs of Lincoln county, In an effort
to secure a contract for Beall & Co.,
Portland;
Jarmltt acted as agent for this com
pany, Prosecutor James Frecco of Lin
coln cbunty , attempted to prove that
Jarmin placed $80 in Rlffe's pocket in
endeavoring-' to Influence the latter to
award Beall 4 Company the contract
on tilo and culvert material.
The. testimony only proved that Jar
min paid the commissioner's expenses
that they might Inspect the road machin
ery and material at fairs. The caso was
brought to Spokane on a chaage of venue.

much general legislation will be al
lowed at the special session la a" matter
which Is -interesting Senator Chamber
lain and the whole Oregon delegation,
There are a good many things that are
of interest to Oregon, and the senators
as well as the representatives from Ore
gon would like to see them brought up
and, If possible, pushed through.
The disposition of patronage la tak
ing up much time of Senators Chamber
lain and Lane, but they have the ques
tions of rivers and harbors work, recla
mation, land matters, public buildings
and so forth constantly forced on their
attention. Chamberlain Is very anxious
to See work pushed on the Portland
postoffice, and so many applications are,
Deing received rrom Portland ana other
architects for permission to compete for
the plans that ho is quite hopeful that
the building will be a product of Ore
gon .talent Still, he agrees with Bourne
and the officials of the treasury depart
ment that It would be- better that some
other architects should furnish the
plans If they demonstrate In a fair and
free competition that they can furnish
more merttorloys designs.
With a full million dollars for a
building, it should be possible to pro
vide for Portland a building which will
not only meet all ths requirements of
the city for years to come, but which
shall be a monument to the artistic de
velopment of the city.

awarded the contract for the paving of
the city streets In Hood River with
Hassam surface for S27.619.90. It is
stated that the humane society will in
vestigate the matter relative to the con
dltlons of the surface In wet weather.
It Is stated that the surface becomes
very slippery, and as the grades in
Hood River are steep it is probable that
the city will be enjoined from laying a
surface upon which country horses un
shod , cannot stand. Several of the
councllmen favored oil bound macadam,
because it permits of a sure footing for
horses in wet weather.

AGED MAN IS DROWNED '
IN TWO FEET OF WATER

Florence, On. March 27. Jfi H. David,
aged 82 years, was drowned In two feet
of water on Glenada side, while crossing
Sluslaw river . Tuesday afternoon.
His boat was seen floating in shallow
water near tho shore by Mrs. Walter 81
monds of Glenada from her house on
the bluff. The body was found near In
the rough water. He is thought to havo
fallen while getting out of ths boat and
was unable to rise. - -
