arson trust, which has used the torch
from Seattle to New York,, confessed
at Chicago Wednesday, to Assistant
District Attorney Johnson that he had
burned at least 29 stores In. Chicago
as agent of th arson ring. He said

plicated a score of business men and
insurance adjusters in Chicago and in
other cities, and the Indictment of at
least 40 prominent persona is expected.

was reached by the desert land board at
its meeting yesterday afternoon as to
whether an effort should be made to get
th reclamation service to join with th
stat In construction of th Columbia
Southern project and in making it cover
a larger area than I included In the
original project. The board decided,
however, to employ Immediately Engi
neer O. Lauergard to begin an investU
gatlon of the two projects under the
provisions of th0 Deschutes survey bill.
As funds under that law are now avail
able, byadoptlng this course the pre
liminary work that will be required in
connection with the Columbia Southern
project can be commenced at once. Then
wheh the Columbia -Southern appropria
tion la available, which will be June 6,
Lauergard will joe employed a project
engineer.
West Threatens Xnjnnotlon.
Governor West told the members of
the board that he would enjoin the
board from expending the appropriation
if an effort was made to te the Colum
bia Southern project up to the reclama
tion eervlce. He said if the reclama
tion service took hold of it years would
be consumed In completing the project
'The people are tired of lnvestlga
tlon," he declared. "They want water.
I expect to see this project completed
before I am out of office. The legisla
ture made this appropriation to reclaim
this body of land and redeem thA good
name of the state. I say It is upo us
to do iL"
Governor West didn't look with faVv
upon any suggestion to include the re
clamation service in on the scheme.
"There is no need to go back to Wash
ington and get a lot of slfk stocking
gentry," he said. "We can. employ good
engineers of our own and do the work."
Attorney General Crawford said, as
the matter now appeared to him, he
didn't think he"would.favor cooperation,
while State Treasurer Kay, who Is per
sonally opposed to the state going into
any sort of reclamation business, did
not express an opinion. State Engineer
Lewis fsvored cooperation. Secretary
of State Olcott, the fifth member of h
board, was not present. '
Th board decided to let the water
users now on the project have com
plete control of the maintenance of the
portion of the project that Is com
pleted for this season.
Two Landowners Appear.
COle K. Smith and It. M. Klder, who
have land In the central Oregon project,
were present, and wanted to know when
they might expect to get patent to their
land. They said that unless the settlers
eould get title to their lands so they
eould raise money on them, many of
them were going to be starved out be
fore th project was completed.
Members of ths board told them that
as soon as the north canal was com
pleted patent could be secured to a con
siderable portion of the land.
Th two men had other complaints to
make, hut when asked for suggestions
a to how conditions could be bettered
they had non to make.

With the' many way ward girls who com
under their car until the new stat in
dustrial school for girls is built, is a
problem that is greatly vexing those
who are engaged in this protective work.
Mrs. Lola G. Baldwin, superintendent
of the municipal department of public
safety for women of Portland, was
her yesterday, and she said that all
the institutions caring for girls were
crowded to their capacity. She said
the work in her. department Increased
ft per cent last year. "
The women asked th legislature for
$6000 for assistance in caring for ma
ternity and disease cases, but th bill
was defeated. Mrs. Baldwin stated
the Louise Home, which Is practically
the only Institution in Portland hand
ling such cases, is now crowded to ca
pacity. She stated that 79 per cent of
the wayward girls taken into the home
wer diseased. The building of the
state industrial school for girls will not
relieve .nls congestion, she said, as this
class of cases will not be Jaken until the
institution can be enlarged.
She said the social service council,
which supported the bill providing for
the state industrial achool for girls,
was very much pleased over the passage
of the measure. , '

whether it and other eltles served with
electric current by the Pacific Power &
Light Co. will Join Pasco irl its com
plaint on rates for electricity alone.
