Hood River, Or.. Feb. 27. Mrs. Ed
gar ; W. Wlnans, born in Petersburg,
III., April 22,1823, died at Hood River,
Feb, 22, aged 89 years and 10 months.
She was married to JSdgar W. Wlnans,
Dec, 4, 1$47. Eight children were born.
Besides her husband," seven children
survive hen A.- W. Wlnaris, Portland;
L. Wlnans, Fortlsnd; MrS. F. R. Spauld
ing. Nes Percer Idaho,1- Mrs.-- M.-P.-and
W. E. Neff, Corvallls, Or.; E. T. Win
ans and W. R. Wlnans, Hood River.
Mrs. Wlnans was acquainted with
Abraham Lincoln in her girlhood daya.
Mr, and' Mrs. Wlnans lived a pioneer
lute in Illinois and Kansas. In tho
latter state they lived near Lawrence
when guerilla Quantrel burned and
sacked, the city, and while the ruffian
border war, and war of the rebellion
were in progress, and were many times
in danger while the guerillas were rob
bing and murdering the settlers of that
section. In 1SC4 they returned to tbe
old Wlnans' homestead in Illinois and
in 1886 emigrated to Portland, and with
their children, settled the following
spring in Hood River, where they have
since resided.

ing or -the city council Wednesday tbe
lighting contract with the Portland
Railway, Light & Power company was
ordered signed. The contract runs for
five years and calls for . a rate of
$4.66 2-3 for each light a year. This
is the same rate that is given to the
city of Portland In their contract with
the company, which expires the last of
the year. There is a clause in the con
tract that states If Portland gets
cheaper rates after the first of the year

The council also authorised the pur
chase or a street sweeper, various

The volunteer fire department of the
