Fields-, a prominent Oregon City rest
dent, and a" relative of the Ben Selling
family of Portland, Ow died this morn
imr at 6 a. m.. of Bright' .disease with
which" he fiad been troubled the past
few years. BesldeB a widow, he Is sur
vived by a daughter and a brother,
Clarence Fields, who- resides at Mel-
drum. Or. ; Mr. Fields was connected
with-the Southern Pacific railroad for
many years as station agent at Oregon
City.: .He was a resident or , Oregon
City for many years, . having spent his
boyhood and youth. In this city, and la
mourned by, many jlfelong friends.

Despite the fact that It appears that
the St. Johns Water company was bene
fited by the recent order f the railroad
commission, suspending the two ordi
nances reducing the water rates, which
the council passed a short time ago,
City Attorney Percy C 8troud and the
city council feel that the city won a
signal; victory, C ; ,' ?T""
The ordinances were suspended on
the condition that the water company
would pay to' the consumers the differ
ence in rates new in effect and those to
be decided upon by the commission. The
only point now at Issue is: Will the
rates prescribed by the commission be
lower than " those demanded by the
water company? I
Mr." Stroud ls pot only positive that
the. commission wilt materially reduce
tbe rates, but feels confident that the
commission w'.U even make the rates

r "As the, matter now -stands, Mr.
Stroud said yesterday, "the city traTThe
better of the argument. If the water
company had contested pur ordinances
they could -have forced the consumer
to pay . their rates tuntll the - question

to the consumers the difference in the
rates now in existence and those to be
decided by the commission, dating from

On the other hand,; the water com
pany officials are equally as confident
as the council. So the little water rate
war will eome to a bead within a few
days, at which time the railroad com
mission is due In St. Johns for the final

V: The Equal Rights association,- St.
Johrjs, has recently been organized and
will capitalise for $10,000, aa won n
sufficient stock has been , subscribed
for. It is the Intention of the associa
tion "- to build - two' stores, one in" St.
Johns and one some place on the Penin
sula, to be decided upon later. The
stores wilt be operated on the coopera
tive plan. . ' ' :

gave an entertainment at the St. Johns
high school auditorium last Friday
night which was quite the best thing
seen In that city this year. . This was
the last of a series of entertainments
under -the auspices of the High School
Athletic council. All, surplus moneys
derived from these entertainments are
turned in to the student body fund to
help defray expenses in the different
branches of athletics. The city supertn
tendent states that the school bas come
out very well on the one held this year,
and also last year, and he Is already
planning for a third one, to be given
next fall. :'
SAVES THE STATE $10

Cal., Feb. 18. How a
"bad boy" saved the state 170 and took
the first step in retrieving bis lapse
from the straight path of the law was
told here today in the office of the board
of control, when the claim of 19.33 for
the transportation of Samuel Klege-
man,. a 15-year-old San Francisco lad,
to the Whlttier reformatory was al
lowed.
Young Klegeman pleaded for a chance
to be ""trusted" by the officers and was
allowed to make the trip by boat from
San Francisco to San Pedro and thence
to Whlttier alone. He arrived at the
Institution two days later, unescorted.
Aside from this demonstration that
he could be trusted, he saved the state
f70, which it usually costs tor the per
diem and carfare of an accompanying
deputy sheriff. Sheriff Eggers of San
Francisco' gave the boy - his chance to
show that he was "not all bad.".
LONE FIR CEMETERY
QUESTION DISCUSSED
The East Side Business Men's club
held its weekly luncheon yesterday noon
at. the Hotel Clifford, East Sixth and
Morrison. G. B. Datson, of the Sunny
sido ' Improvement club, addressed the
members on, "What Shall We Do With
Lone Fir Ceraeteryr Mr. Datson traced
the history of the, cemetery, from the
time of its existence. 62 years ago,. un
til now, and said that the time had
come when something' imperative must
be done regarding the cemetery. He
stated that they were not fighting any
particular issue, exoept that the time
had come in the growth and develop
ment of Sunnyside, when the Lone Fir
cemetery must either be beautified by
parking, or else abandoned. V' ,
. Tonight the club wljl hold a meeting
at the East Side Library, East Elev
enth and Alder streets, at I p. m. Sen
ator Austin, of Ohio; will give a. stere
optlcon lecture regarding the parking
and beautifying c-f cemeteries. J. A.
Btrowbridge, of the cemetery commis
sion, and U M. Lepper, prominent east
side booster, will also- give short talks
regarding the question.
NON-PARTISAN JUDICIARY

laat night by a vote ot 89 to 1.4
This bill forbids the nomination of a
Judg-ev by any political party, and, pro
hibits the use ef any party name by
a candidate for a Judgeship. '
The senate killed a nonpartisan ju
diciary bill originating there last week.
It differed from (he Reames bill in sev
eral Important particulars, however, one
of thorn being a - primary requirement
that gave rise to the; argument that
it would be cumbersome in practice.

by a vote, of 53 to 29. v "
Sir Edmund Walker, a Canadian bank
ing authority, before the currency" re
form committee- of the house, declared
that the banks of the United States had
not grown In relation to. the great Indus
tries of the country and that they were
now "behind' the times." He recom
mended a system of regional, banking
organisations to strengthen the In
dividual banks, but said that he "was
not In favor of the Aldrich plan without

Favorable report on the bill to in
corporate the Rockefeller - Foundation
was ordered Monday by the senate Judi

heard a brief argument; from Mayor

The first move of the New Jersey
corporations to avoid the drastlo pro
visions of the seven anti-trust laws
fathered by Governor Wilson was made
Monday, when the American Railways
company, owner of the street ' railway
and other plants In various parts of the
country, with headquarters In this city,
took out a Delaware charter. - s
Cyril A. W. Dawson and Herbert W.
Ostroskl, both of Spokane, weer recently
nominated by President Taft to be lieu
tenants In the regular army, having
been appointed from civil life after an
examination.
Charles D. Hllles, of Dobbs Fery, see
retary to President Taft and chairman
of the Republican National committee,
has been appointed by Governor Sutxer
as -a member of the board of managers
of the New York State Training School
for Girls, at Hudson, when the nom
ination was received In the senate, Dem
ocratic Leader Wagner moved immed

Memorials to congress advocating In
dependence for the Philippine and the
government ownership of railroads,
telegraph and telephone were voted
down Monday in the Arisona state sen
ate. Ueyada's. divorce Industry received a
death blow Monday In the state senate
at Carson, when the Barnes amendment,
providing for a one-year residence as a
primary requisite to an application for
legat separation, was adopted by a vote
of 20 to 1.

The Dayton Tablet Works at Qulncy,
111., were destroyed by fire Monday
night with a lpss estimated at $100,000.
There scarcely is a clothing shop in
Boston that does not have some of Its
garments made in tenement houses, ac
cording to a statement made Monday by
striking garment workers before the
state board of conciliation and arbitra
tion, which began an investigation of
the grievance of the strikers. Many of
the strikers testified that their largest
weekly wages in the busy season did
not exceed $8.50, while In the alack sea
son they made only between $3 and 4.
The bond of Frederick W, Buckmln
ster, secretary of the Northwestern Can
company, charged with arson and said
to have been Implicated In the opera
tions of the so-called "arson trust" at
Chicago, Was fixed Monday at $80,000.
Brigadier General D. Potts was re
lieved Monday 'of commanding officer
at Fort Leavenworth and the Army
school, and was ordered to Chicago, to
take command of the newly "organised
Fourth army brigade.
Dr. James Monroe Taylor, president
of Vassar college since 1886, tendered
his resignation Monday to the board of
trustees to take effect at the end of the
school . year in June. The board also
announced that it had received the res
ignation Of Mrs. J. Ryland Kenrlck,
principal of the college, effective at
once.
A bomb, believed to have contained
dynamite, was exploded Monday night
in front of a saloon In Chicago owned

Ocean pressure on Monday burst the
bottom of the great caisson Which had
been sunk for the construction of the
Pearl Harbor drydock. There were no
fatalities, but tbe loss In machinery was
tieavy. The wreck of the caisson also
dissipated years of work in the attempt
to build a firm foundation for the huge
dock.
