Benbow Charter Again Pro
posed ' for. June Election;
uiujfui ( may ivdiiic mjiuimci
Commission.
Out of th wreckage of defeated com
mission , plan charters ha emerged a
new hope. The Official charter and the
Wood charter defeated each other at 0a
recent special election. Now thut Montis
of the Benbow charter come forward
; proposing that tho people Bhill vot up
on It, necessary change's and Improve
ments having been made, at the June
election.. -. .....,-,..,
This audden interest In renewed plana
for a commlasloo government campa'gri
ha developed a decltfed'y. lntemtlng
, contingency. For It appears from a
statement made today that Mayor )fuh
llght has all alon been intending to
have the official comr,ilHli jlan char
ter reflled, or the original charter modi
fied and redrafted and filed for the vote
of the people In June. The mayor and
his secretary,' George McCord, aver that
simplified' city government would at
once save Portland sot lcsa than 250,
000 annually.
Mayor Kay Vans fftw Commission. "
' According-to the view-of many, the
people of Portland want simplified gov
ernment, , CommlBsion government, as
a means of attaining the ends of effi
ciency and economy, would be approved.
It Is pointed out But only if a charter
agreed upon by all advocates of com
mission government wer submitted. It
is not believed that commission form
of government, will ever obtain in Port
land If at th elections two or, more
charter drafts causing conflicts among
commission plan advocates by their cou
f I'-tfng Provisions are submitted.
LsWrThe' mayor, therefore, is seriously
considering iou cxpscia o soon maxe
announcement of his plan to appoint a
new charter commission Instructed to
use the strength Of the Benbow; official
and Wood charters in a simplified docu
ment that shall weld the Influence of
all who have hitherto supported any one
of the three v To do so, the mayor ac
knowledges, . would immediately secure
a commission plan majority in Port
land, v , f;-V.-"'' ,.- .' .'. .. Vi
That the defeated charters may 1 b
resubmitted was given as an opinion by
City - Attorney i , frank 8. Grant , this
morning. .It is but necessary, said Mr.
Grant, for the charters to be reflled
by , consent of the council or through
tne initiative. .. v::-,- "Vj"!
. .V-V- Must Be'" Uaisoau,
He most emphatically: anticipates.
however.rthe :mun1clpal : misfortuneTt
would be to. have two or three conflict
ing : commission . plan charters to vote
on again. in Juno. , He believes that the
conciliation and uniting of all com
mission forces Is a great necessity If
the commission form of .government, la
.ever to obtain in Portland. '.
The first definite move in the cam
paign to bring the Benbow charter out
for a campaign culminating in a .vote
upon it in June was made at the meet
ing of the East Side Business Men's
club last night v The club Indorsed the
charter on motion Of I M. Lepper, and
agreed to contribute, ita lnf luenca In
support of its adoption. '-' But the club
announces that it ls not "married to the
Benbow f charter." but will accept and
support ny desired changes or improve
ments. l also announces that, with cer
tain changes necessary to guarding tax
ation and property rights, the mayor
has given assurance that he will sup
port the charter. .- ; ' l- . ,
Senator-elect Harry Lane : declared
that with simplified government Port
land could be eaved 1,000,000 a year.
He said the people should vote upon &
mayor-as sucb, and 'upon the commis
sioner as uch.,:;'- t ;-v
;w6uM Kake Strong;. ;
Now, he averred, the city has a multi
plicity of officials of coordinate - and
frequently conflicting, authority, which
causes delay, confusion and expense.
Senator-elect Lane said that from now
until he assumes office he will give his
time to campaigning for commission
plan government. ' '
W, C Benbow explained the nature of
the charter draft that bears his name,
saying that ; tho Idea' was to make an
Instrument as simple and strong as the
constitution of the United States.
L. M. Lepper asserted that Portland
need ho longer, hang back rrom approval
of commission plan government for the
reason that no other large city has as
sumed It file said that Buffalo, N.
Y., with 400,000 people, , New Orleans
with 337,000, and Omaha, nearly the
lzo of Portland, liaro recently hf-m
