monthly report of the Forest 'Grove pub
lic schools for this season shows most
remarkable growth. There Is a total en
rollment of 804, With 113 in the high
school.
For the first time since the Oregon
High School Debate league has been
formed, the Forest Grove high school Is
enrolled, and will participate In this
year's . contest for the university up.
The excellent faculty secured this year
has received favorable comment from
the departments of education of the
University, of Oregon and Reed eollege,
and it Is expected both Institutions will
place the local high school upon their
accredited lists,
Football prospects are very bright
this year, and the team has scheduled
several games for the season. The
high school team will average 160
pounds. Professor inlow of the Lincoln
school and professor Harrington of Pa
cific university are training the team,
and several practice game's are held
with the university team each week.

alluring advertising of unscrupulous
promoters.
This measure had Its Inception lrr In
terviews given out by Secretary of
State Olcott in the summer of 1811, in
which he pointed out the losses the
people-of the state have sustained
through lack of restrictions and super
vision over corporation affairs. He told
of the benefits derived from legislation
on this line tn -Kansas, and of revenue
to make the plan mere than self sus
taining. Interest thus generated led to con
ferences between Mr. Olcott and prom
inent lawyers and business men of Port
land, resulting In the 'formation of a

commercial club cooperated. Among

Failure to file within 16 days there
after Is ground for forfeiture of char
ter. Accounts are required to be kept
by the double entry system and trial
balances struck quarterly. These bal
ances and other accounts must be open
to Inspection of- stockholders and In
vestors, as well as ths commissioner
and his deputies.
The commissioner may Investigate af
fairs of a company at any time .In the
same manner that state banks are ex
amined, and If he finds It insolvent or
conducted in such mariner as to Jeopar
dise the interests of investors. It be
comes his duty to take steps for ap
pointment of a receiver.
Stock sales at less than par are pro
hibited, except for delinquencies on sub
scriptions, and Investors must be fur
nished with a statement showing the
amount to be netted 'from sales of stock,
apart from the sums set aside for pro
motion and commissions. Notice of ap
plication to do business must be pub
lished three times and for not less than
le days, this notice to be approved by
.the commissioner In advance.

' It is estimated that the bill will add
1 1 !,000 to $20,efi- year to the revenue
from corporations.: The present cost, dr
administering corporation laws Is about
$7000 a year, and the cost Under the
bill proposed Will be about $12,400 a
yar. According tothese figures, the
