- Oregon has five electors, and five can-.
' flldates were named as Republicans be
fore the Chicago convention massed up
the situation. Three of these candid-
atWUltam Hanley, E. V. Cartejraad
McKlnley . Mitchell are "standin for
Taft. and a fourth, M. J, McMahon,
' While a supporter of Roosevelt at the
primaries, is expected to announce that'.
- it he is elected he will vote for Taft
as the regular Republican candidate for
president. Mr. McMahon has made no
' direct announcement of his intentions,
however. .,,
Pan Keliaher is the other Republican
candidate for elector, and he Is presi
dent of a club that has repudiated the
name "Republican.". He Is an enthusi
astic follower of the new party, but
the nearest he has come to stating who
he will vote for as an elector Is that
"Taft has no standing in the state of
Oregon.- This is interpreted to mean
that he considers Roosevelt, as the
preference choice for president, to be
entitled to his vote.
t Other Complications. -But
there are other complications. If
Keliaher tries to stay on the Republican
- ticket he will become the target of a
" Tierce attack. He will be invited to
resign and run on the third party tick
et, and some of the third party- lead
ers think this Is what he should do.
Under the Oregon law the candidates
of each party for presidential elector
axe placed In party groupes, and the law
authorizes the secretary of state to
place the presidential ticket of each
party after the name of each group. -
Under the form of ballot provided the
names of the five candidates for
lector. Carter, Hanley, Keliaher, Mc
Mahon and Mitchell will be printed in
the order named, with the word "Re
publican" after each name, and after
the entire group, in brackets, these
words:
'Tor president, William H. Taft. For
vice president, James S. Sherman."
Therefore, if Keliaher stays on the
ticket, he will be stamped with the
name "Republican," and it will appear
from the ballot that he is for Taft and
Sherman.' Would the secretary of state
be authorized to make any change in
this form of ballot, for Instance, 'by
leaving off the names of the Republican
candidates for president and vice presi
dent, or by separating Keliaher from
the group and putting "Roosevelt" af
ter his name? i
EtUl Other Posies.
If Keliaher should decide to stay on
the Republican ticket, there is no way
provided for getting him off, even
though he Is no longer a member of the
party. But the law does provide that
the name of any candidate shall be
printed only once on the ballot, and as
Keliaher is also a Republican nominee
for the Mate senate, there has been
some talk of the possibility of com
pelling him to resign either as a can
didate for elector or for the senate.
But there Is a dispute to this as well.
By some it Is contended that the re
striction as to a candidate being only
once on the ballot applies only to of
fices under the state of Oregon. The
position of elector is a federal office,
and If this theory governs, Keliaher
can run for both Jobs at the same time.
Brings ZTtw Tarn.
Bark of all this confusion Is the
Question as to how the Taft men are to
put up another man to take the place
of Keliaher and complete their electoral
ticket. Probably this will be done by
petition, whether he stays on the
ticket or quits. The third party men,
on the other hand, need four new names
to act with Keliaher In completing their
electoral ticket.
This brings a new turn. If candid
ates are named by petition they will be
merely independent candidates, not en-
titled to a party .name.. - The--Independen t
Taft candidate could not be dis
tinguished on the ballot from the Inde
pendent Roosevelt men except by those
familiar with his name and ideas. To
gain a party name It appears It will
be necessary to hold a "mass conven
tion," in the same way that ths Prohi
bltlon and Socialist tickets are nomi
nated. Third party men are reluctant
to do anything that would bring to mind
the Ill-starred "assembly"' of 1910,
which moat of them denounced.
